<br /> . ARTICLE 2. KENNELS <br /> SEC. 5.5-20. LICENSE REQUIRED. <br /> (a) No person shall operate a commercial dog kennel with <br /> more than three (3) dogs over three (3) months of <br /> age anywhere in the City without first obtaining a <br /> Special Use Permit. <br /> (b) No person shall keep within a dwelling unit more <br /> than 2 dogs without obtaining a residential dog <br /> kennel license under this division for the keeping <br /> of such dogs. <br /> (1) Any residential licensee may not board or <br /> train dogs belonging to other persons on such <br /> licensed premises. <br /> (2) Residential dog kennel licenses will not be <br /> issued under this division in any part of the <br /> City except on property zoned residential R-1 <br /> or residential R-2. <br /> . (c) No person shall construct a commercial or <br /> residential dog kennel in the City without first <br /> obtaining a license. <br /> SEC. 5.5-21. APPLICATION; INVESTIGATION; GRANT OR DENIAL <br /> OF RESIDENTIAL DOG KENNEL LICENSE. <br /> (a) Application. Any person desiring a residential dog <br /> kennel license shall make written application therefore <br /> to the City Administrator upon a form prescribed by and <br /> containing such information as required by the City <br /> Administrator. Among other things, the application shall <br /> contain the following information: <br /> (1) A description of the real estate property upon <br /> which the dogs will be kept. Outside kennels must <br /> be constructed of suitable size to maintain and <br /> secure the keeping of particular breeds of dogs and <br /> to allow for sufficient space for dogs to exercise <br /> freely. All surfaces must be constructed of <br /> material to provide for proper cleaning, drainage, <br /> maintenance and needs of the dogs. <br /> . <br />
