Any person owning, harboring or keeping for <br /> pleasure or profit three (3 ) dogs older than three (3 ) <br /> months shall be deemed an operator of a dog kennel. <br /> (c) Owner shall mean any person, firm or corporation owning, <br /> harboring or keeping a dog. (Ord. No. 198, 1, 6-27-77) <br /> SECTION 5-32. RUNNING AT LARGE-DOGS, CONTROL - No owner or <br /> keeper of any dog, whether licensed or unlicensed, shall permit <br /> such dog to run at large. It shall be the obligation and <br /> responsibility of the owner or custodian of any dog in the City, <br /> whether permanently or temporarily therein, to prevent any such dog <br /> at any time to be on any street, public park, school grounds, or <br /> public place without being effectively restrained by a chain or <br /> leash not exceeding eight (8) feet in length. No. 198, 3-28- <br /> 94) <br /> The fact that a dog is running at large within the meaning of this <br /> section shall be prima facie proof of a violation hereof, and shall <br /> subject the owner or keeper of such dog to the penalty provided in <br /> section 5-39. (Ord. No. 198, 7, 6-27-77) <br /> . SECTION 5-33. OWNER TO CLEAN UP AFTER DOG. - Any person having <br /> custody or control of any dog in a public place shall have the <br /> responsibility for cleaning up any feces of the animal and dispose <br /> of such feces in a sanitary manner. It shall furthermore be the <br /> duty of each person having the custody and control of any dog to <br /> have on such person possession of a device or equipment for picking <br /> up and removal of animal feces. The provisions of this paragraph <br /> shall not apply to a guide dog accompanying a blind person or to a <br /> dog when used in police or rescue activities. <br /> SECTION 5-34. OWNER TO PREVENT NUISANCES The owner or <br /> custodian of any dog shall prevent the dog from committing in the <br /> City any act which constitutes a nuisance. It is a nuisance for <br /> any dog to habitually or frequently bark or cry at night, to <br /> frequent school grounds, parks or public beaches, to chase <br /> vehicles, to molest or annoy any person away from the property of <br /> his/her owner or custodian, or to damage, defile or destroy public <br /> or private property. Failure of the owner or custodian of a dog to <br /> prevent the dog from committing such a nuisance is a violation of <br /> this chapter [or "this Code" or "this division"] . <br /> . SECTION 5-35. HABITUAL HOWLING AND BARKING DOGS UNLAWFUL, <br /> No person shall keep, harbor or maintain at any place within the <br />
