CONSENT ITEM - 8F <br />It <br />-fi II��EN_ HILLS <br />MEMORANDUM <br />DATE: November 24, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Authorization to Recruit for the Street and Surface Water Lead position <br />Budgeted Amount: Actual Amount: Funding Source: <br />$3,322 Within Budget Various Funds <br />(Union Agreement) <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Recruit for the Street and Surface Water Lead position. <br />Background <br />As part of the 2026 budget discussions, the City Council has given direction to proceed with Public <br />Works staffing changes which included the hiring of a Street Lead position within the Department. <br />These department organizational changes were originally presented and discussed with the City <br />Council at the August 19, 2024 work session. <br />Primary duties of the Street and Surface Water Lead: <br />• Lead the day-to-day activities <br />• Plan work within their division from week -to -week <br />Implement division tasks outlined in the Public Works Maintenance Plan <br />Quality control <br />Assists in the preparation of the Public Works Maintenance Plan <br />The Lead position will allow for more detailed maintenance/repair information to be prepared for <br />each division to put Public Works in a "proactive" maintenance state and allows them to get away <br />from being "reactive". All Maintenance Workers and Leads are still required to be cross -trained and <br />supplement labor needs in all divisions. The Memorandum of Understanding and pay scale for the <br />Lead position was approved as part of the 2025-2027 Collective Bargaining Agreement Amendment <br />— IUOE 49 under agenda item 8D. <br />Page l of 2 <br />
