July 10, 1989 Council Minutes, Page Six e COUNCIL COMMENTS Mahowald expressed concern that the residents of the Arden Manor Trailer Park are confused with the TIF district discussions and feel they may have to be relocated due to redevelopment of the area. He felt that a general announcement should be sent to the trailer park residents and also put in the Town Crier advising them that their fears are unfounded. It was suggested that a separate letter could be sent to the trailer park manager also, but Mr. Rod Olson, a resident who had expressed concern, did deserve a City response. Administrator Berger was directed to draft a letter on behalf of the Council, stating there are no immediate plans for development of the mobil home park. Mahowald also expressed concern about the budget process and whether the City would adopt a levy resolution by August 1 or in October as has been past practice. Administrator Berger advised that since the 1989 budget law had been vetoed, there is a strong likelihood of a special legislative session in September. In any case, he had received a letter from the Revenue Department which could serve as a logical defense if a resident asked why the City did not comply with the law and adopt their 1990 budget by August 1. He also noted that he will have an amount to certify by August 1st and the City can reduce the amount after that date, but can not raise the amount. It is Berger's feeling that the Council should be prepared to certify something on August 1st, even if the amount has to be reduced later. e Councilmember Growe noted that she would be absent from the July 17 work session. Mahowald had not planned on being present either, and since Hansen is out of town until July 31, Malone moved, seconded by Mahowald to reschedule the work session to Tuesday, July 18, at 4:30 P.M. Ayes: 4 Nays: 0 Malone noted that he will miss the July 27 Finance Committee meeting and the July 31 Council meeting. Sather noted he will attend the July 20 Public Safety/Works meeting for Hansen. Mayor Sather also requested the committee liaisons to forward their recommendations to him prior to the July 18 work session. He noted he had received Malone's recommendation regarding the Finance Committee's future. Mayor Sather also felt that the Council should give serious consideration to Shoreview supplying utilities to the Arsenal property. He wondered if this happens and some time in the future, the Arsenal would disband, would Shoreview then be allowed to annex the Arsenal property since they are supplying utilities to the property? e Mahowald asked when the City's final answer to this is due, noting that this topic has been around since he came on board in January. Berger noted that the Lexington Avenue construction is slated to start in April, 1990.
