<br />July 10, 1989 Council Minutes, Page Six <br /> <br />e <br /> <br />COUNCIL COMMENTS Mahowald expressed concern that the residents of <br />the Arden Manor Trailer Park are confused with the <br />TIF district discussions and feel they may have to be relocated due to <br />redevelopment of the area. He felt that a general announcement should be <br />sent to the trailer park residents and also put in the Town Crier advising <br />them that their fears are unfounded. It was suggested that a separate <br />letter could be sent to the trailer park manager also, but Mr. Rod <br />Olson, a resident who had expressed concern, did deserve a City response. <br /> <br />Administrator Berger was directed to draft a letter on behalf of the <br />Council, stating there are no immediate plans for development of the mobil <br />home park. <br /> <br />Mahowald also expressed concern about the budget process and whether the <br />City would adopt a levy resolution by August 1 or in October as has been <br />past practice. Administrator Berger advised that since the 1989 budget <br />law had been vetoed, there is a strong likelihood of a special legislative <br />session in September. In any case, he had received a letter from the <br />Revenue Department which could serve as a logical defense if a resident <br />asked why the City did not comply with the law and adopt their 1990 budget <br />by August 1. He also noted that he will have an amount to certify by <br />August 1st and the City can reduce the amount after that date, but can not <br />raise the amount. It is Berger's feeling that the Council should be <br />prepared to certify something on August 1st, even if the amount has to be <br />reduced later. <br /> <br />e <br /> <br />Councilmember Growe noted that she would be absent from the July 17 work <br />session. Mahowald had not planned on being present either, and since <br />Hansen is out of town until July 31, Malone moved, seconded by Mahowald to <br />reschedule the work session to Tuesday, July 18, at 4:30 P.M. <br /> <br />Ayes: 4 <br />Nays: 0 <br /> <br />Malone noted that he will miss the July 27 Finance Committee meeting and <br />the July 31 Council meeting. Sather noted he will attend the July 20 <br />Public Safety/Works meeting for Hansen. <br /> <br />Mayor Sather also requested the committee liaisons to forward their <br />recommendations to him prior to the July 18 work session. He noted he had <br />received Malone's recommendation regarding the Finance Committee's future. <br /> <br />Mayor Sather also felt that the Council should give serious consideration <br />to Shoreview supplying utilities to the Arsenal property. He wondered if <br />this happens and some time in the future, the Arsenal would disband, would <br />Shoreview then be allowed to annex the Arsenal property since they are <br />supplying utilities to the property? <br /> <br />e <br /> <br />Mahowald asked when the City's final answer to this is due, noting that <br />this topic has been around since he came on board in January. Berger <br />noted that the Lexington Avenue construction is slated to start in April, <br />1990. <br />
