July 10, 1989 Council Minutes, Page Five

.

more water before Arden Hills gets it. Raddatz also noted that last
summer the tower was at least one-half full.

Mahowald asked what SEH, the former engineering firm, was doing to resolve
this problem. He remembered that at a previous work session, they talked
about a booster station or enlarging the pipes on Hamline Avenue.

Berger and Growe felt there could be a safety aspect involved this year
with such a small amount of water in the tower.

Berger suggested following Raddatz's earlier recommendation of
participating in a joint Roseville/Arden Hills water study as a long-term
plan. A short term (emergency situation) plan could include an
inter-connect with Shoreview.

Mayor Sather felt that since the City paid for a million gallon tank,
there should be one million gallons of water in it. He also felt that the
City should not implement a watering ban at this time. Malone concurred
and felt that the City was not in any danger at this time.

Mayor Sather asked for alternatives from MSA to fill the tower. and felt
the City may pursue legal action against the former engineering firm.

.

TCAAP EXCESS WATER Council acknowledged receipt of a letter from the
MPCA relative to excess ground water at the Twin
Cities Army Ammunition Plant. The MPCA suggested Arden Hills could use a
portion of the excess clean water to augment their existing municipal
water supply.

Administrator Berger noted he had spoken with Mark Schmidt, of the EPA,
who said there is no urgency on this matter, they just wanted the Council
to consider it. Mayor Sather asked how the water would get here and Growe
asked if there would be a charge for it. Administrator Berger noted that
it would be free and of a much cleaner and higher quality than what the
City receives now from Roseville.

Mayor Sather suggested pursuing this request slowly and try to determine
how and why this will take place.

There was discussion as to how long this excess water would be available.
Malone felt the City should not pursue this, as there are enough other
matters that need Council attention.

Public Works Supervisor Raddatz noted that this could be long term water
since the wells and pumps will remain a long time.

.

Growe suggested pursuing Mayor Sather's question, i.e., how will the City
receive the excess water, but don't spend a lot of time on this request.
Mayor Sather suggested waiting for the MPCA to contact the City, not to
contact them first.
