<br />. <br /> <br />August 28, 1989 Council Meeting - Page Two <br /> <br />PUBLIC COMMENTS <br /> <br />None. <br /> <br />BID AWARD Council acknowledged receipt of a letter from City <br />Engineer Terry Maurer regarding pavement management <br />improvement bids which were opened on Friday, August 25. After <br />discussion, Councilrnember Malone moved, seconded by Growe, to adopt <br />Resolution No. 89-45, "RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR <br />1989 PAVEMENT MANAGEMENT IMPROVEMENTS", awarding the bid to Bituminous <br />Consulting and Contracting, Inc., for their apparent low bid of <br />$70,664.90. Motion carried (5-0). <br /> <br />OAK AVENUE <br />EASEMENTS <br /> <br />City Attorney Jerry Filla was present to discuss the <br />easements he had received for the Oak Avenue improvement <br />project. The easements were from Mr. and Mrs. Hecht for <br />$1,350 and from Dr. and Mrs. Roach for $300. Filla noted the differences <br />between the two easements, that the Roach property is for a temporary <br />easement and the Hecht property is for a permanent easement for a much <br />larger area as well as removal of a large tree. He recommended that <br />Council approve the agreements, which would allow the contractor to begin <br />construction on the project. <br /> <br />. <br /> <br />Counci1member Hansen moved, seconded by Growe, to approve the easement <br />agreements as presented and that the Mayor and City Administrator execute <br />the Easement Agreements as presented and recommended by City Attorney <br />Jerry Filla. Motion carried (5-0). <br /> <br />KEM MILLING City Attorney Filla updated the Council on negotiations <br />between the City and Kern Milling, noting that it appeared <br />an impasse had been reached and that the City should just let things "sit <br />a while." Filla was of the opinion that Kern Milling will not start plant <br />operations and he indicated to Rolfe Worden that the City is still <br />interested in purchasing the site and would appreciate an opportunity to <br />talk again. Filla commented that in his opinion Kern Milling <br />representatives did not appear willing to continue discussions at this <br />time. <br /> <br />City Attorney Filla was requested to attend the September 18 Council work <br />session to discuss the Shoreview/U.S. Army utility agreement, with the <br />meeting to begin at 4:30 P.M. <br /> <br />TEMPORARY <br />RECEPTIONIST <br /> <br />Council acknowledged receipt of the August 23 memo from <br />Clerk Administrator Berger on the need to hire a temporary <br />receptionist to replace the current receptionist who is <br />absent due to medical reasons. Berger noted that he contacted CDI <br />Temporary Services and through that service arranged for Joan Gatti to <br />fill in as a receptionist on an indefinite basis at a salary of $9.90 per <br />hour, effective Wednesday, August 30, 1989. <br /> <br />. <br /> <br />After a brief discussion, Malone moved, seconded by Hansen, to hire a <br />temporary receptionist, at a salary of $9.90 per hour, effective August <br />30, 1989. Motion carried (5-0). <br />
