.

August 28. 1989 Council Minutes, Page Three

P.W. SUPERVISOR Council acknowledged receipt of reference checks on Mr.
Lauren McClanahan, one of the finalists for the position
of Public Works Supervisor. Administrator Berger advised the Council that
he had spoken to Mr. McClanahan that afternoon, and Mr. McClanahan
declined to accept the position if offered to him. Berger suggested that
Council look at the second finalist, who had indicated to Administrator
Berger that he was interested in the position.

Mayor Sather questioned if this appointment should be made now or tabled
to the next regular Council meeting of September 11.

Councilmembers Hansen and Malone both felt that this should be a
conditional appointment. subject to the applicant's agreement, and should
have a probationary period of six months. It would be up to the applicant
to resolve his time schedules, so that the City work would become his
priority.

Councilmember Malone moved, seconded by Hansen, to conditionally appoint
Daniel Winkel as Public Works Supervisor, effective September 1, 1989,
conditioned upon Mr. Winkel's acceptance of the position, and at $15.20
per hour, the first step in the City's pay plan for this position. Motion
carried (5-0).

.

Clerk Administrator Berger was directed to speak with Labor Relations
Consultant Karen Olson to see if the City would be required to advertise
to fill Mr. Winkel's maintenance position, or if they could recruit one of
the top applicants for the maintenance position. since this was a very
recent tile of applicants for the position. If the City did not have to
re-advertise. a person could be appointed to fill the maintenance position
at the September 11. 1989 Council meeting.

MEETING DATE Council noted that the first Council meeting of October
would fall on Monday, October 9, which is the Columbus Day
holiday. Since no public meetings may be conducted on a legal holiday,
Malone moved. seconded by Hansen, that the first Council meeting in
October be rescheduled to Tuesday, October 10, at 7:30 P.M. Motion
carried (5-0).

CITY HALL Council discussed the need for a new city hall facility
and directed Administrator Berger to seek input from staff
and residents (via a press release in the Town Crier), seek volunteers
from the various City committee groups and report back in 30 days with
his findings.

Mayor Sather noted that the committee liaisons should seek members from
their respective committees and try to decide how to utilize the land and
space; add to the existing structure, or start over and sell the building,
or move to a different location.

.

Councilmember Growe noted that she had already spoken to the Planning
Commission Chairman on this topic.
