<br /> MINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION <br /> MONDAY, OCTOBER 16, 1989, 4:30 P.M. - CITY HALL <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> called the meeting to order at 4:30 p.m. <br />. ROLL CALL The roll being called the following members were present: <br /> Mayor Thomas Sather, Councilrnembers Nancy Hansen, Paul <br /> Malone, and JoAnn Growe. Councilmember Mahowald and Attorney Jerry Filla arrived <br /> at 4:40 p.m. Also present: Park Director John Buckley, Clerk Administrator Gary <br /> Berger and Deputy Clerk Catherine Iago. <br /> ADOPT REVISED Growe moved, seconded by Malone, to adopt the Agenda as <br /> AGENDA revised to reflect the Approval of Specifications for <br /> Tank Truck Purchase. Motion carried. (4-0) <br /> APPROVE PURCH; Council was referred to a memorandum from Park Director <br /> 1990 BUDGETED Buckley dated 10-12-89, requesting authorization to <br /> TANK TRUCK prepare specifications and advertisement for bids for <br /> purchase of a 1990 tank truck. <br /> Buckley explained the truck is scheduled for purchase in 1990 and to insure <br /> delivery early in the year, it is necessary to order the truck and tank <br /> attachment at this time. He indicated it will take approximately 45 to 60 days to <br /> receive the equipment and prepare it for use by City personnel. <br /> The Park Director noted request is being submitted a this time due to the fact <br /> the current equipment being utilized by staff is unsafe and dangerous. He stated <br /> the tank truck is shared between the Park and Public Works Departments and is <br /> heavily utilized during the winter months for flooding skating rinks. <br />. There was discussion relative to the time-frame for bid advertisement and receipt <br /> of bids for the truck prior to the next regular Council meeting date. It was <br /> determined that the date and time for the bid opening be changed to Monday, <br /> October 30, in order to meet publication notification deadlines. <br /> Hansen moved, seconded by Growe, that Council authorize <br /> preparation of specifications and an amended advertisement for bids for a truck <br /> chassis and tank to be bid separately, as outlined in the Park Director's <br /> memorandum dated 10-12-89. Motion carried unanimously. (4-0) <br /> DRAFT PERSONNEL Council was referred to a memorandum from the Clerk <br /> ORDINANCE Administrator dated 10-12-89, relative to the proposed <br /> Arden Hills personnel ordinance. <br /> Mayor Sather stated Council had directed staff to prepare a personnel ordinance <br /> for City Employees at the Goals Session held in March of this year. He stated the <br /> document was prepared by staff after surveying several other communities <br /> ordinances and incorporating additional items deemed appropriate into the current <br /> personnel ordinance. <br /> The Clerk Administrator explained the draft document was forwarded to Karen Olsen <br /> of Labor Relations Associates and Attorney Filla for their review and comments. <br /> He stated the proposed ordinance is based on the City of Shoreview's current <br /> personnel ordinance, which most closely reflects Council concerns. <br />. Attorney Filla discussed the following items: <br /> -Section 19.6: Suggested some wording which allows flexibility when hiring <br /> Department Heads and negotiating benefits could be included <br /> in this section. <br />
