(Cont'd) -Compensation Time: Attorney did not see this issue <br /> addressed in the proposed ordinance. <br />. Mayor Sather explained the City currently allows an employee to earn and utilize <br /> compensation time within the same earned pay period; if the individual has not <br /> utilized the compensation time during that pay period, they are automatically <br /> paid for the time. <br /> Council discussed several other areas in the draft document which included sick <br /> leave, vacation, appeal process, service credits and accrual of benefits on a <br /> prorated basis for part-time employees and authority of Council/Administrator. <br /> Council concurred on the following policies to be included in the final document: <br /> Vacations: Council concurred vacation cannot be utilized until completion of <br /> one (1) year continuous service. <br /> Sick Leave: Council concurred sick leave cannot be utilized until completion of <br /> six (6) months probationary period. <br /> Permanent Part Time Employees: Vacation, Sick Leave and Holiday benefits are <br /> prorated. NOTE: It was determined that Sick Leave benefits are currently prorated <br /> for permanent part-time employees. <br /> Council: The language in the lines of authority should reflect the <br /> Council/Clerk Administrator rather than the Council/City Manager form of <br /> government and requested such terminology be inserted in the document where <br /> necessary. <br />. Miscellaneous: Amendments included in Karen Olsen's memorandum be inserted into <br /> the final draft of the personnel ordinance. <br /> Compensation Time: The current City policy will not be changed. <br /> Lunch Breaks: Specify and clarify city policy for employee lunch breaks in <br /> similar language as the employee break periods. <br /> Lay-off and Demotion: Language needs to be clarified and more specific and <br /> reflect the Council/Clerk Administrator form of government. <br /> Anniversary Date: Anniversary date for calculating and accrual of benefits is <br /> the date of employment rather than based on the calendar year. <br /> Council directed the Clerk Administrator and City Attorney to incorporate <br /> amendments discussed and return the proposed Personnel Ordinance in proper legal <br /> ordinance format. <br /> KEM MILLING Attorney Filla reported on the Kem Milling purchase and <br /> PURCHASE requested Council approval of the pro-rata share of taxes <br /> on the property. <br /> Malone moved, seconded by Mahowald, that Council approve <br /> the expenditure for the City of Arden Hills pro-rata share of 1989 property taxes <br />. for the Kem Milling site purchase. Motion carried unanimously. (5-0) <br /> Council directed the Clerk Administrator to contact Delta Environmental relative <br /> to preparation of specifications for demolition and site clean-up and research if <br /> funding is available for removal of the underground storage tanks; information <br /> should be available for Council at their regular meeting held October 30, 1989. <br /> ------- <br />
