<br /> 'Minutes of the Arden Hills Council Worksession, 10-16-89 <br /> Page 3 <br /> KEM MILLING (Cont'd) Filla stated Tim Guzek has requested the Fire Chief and <br /> Building Inspector meet with him at the site to determine <br />. any hazards which should be eliminated immediately. <br /> ODOR PROBLEM; Attorney Filla reported on the correspondence relative <br /> RAMLINE AVE. to the sewer odor problem on Hamline Avenue at the <br /> Sawtell residence. He advised the City has not ignored <br /> the situation and he will be forwarding a letter to the Sawtell's attorney which <br /> indicates any actions the City has taken to date or will be taking in the near <br /> future. <br /> Council directed staff perform a IIsmoke test" at the Sawtell residence and report <br /> back to Council on the test results. <br /> OAK AVE Attorney Filla reported on the Oak Avenue easements; <br /> advised that a document was recorded which grants an <br /> easement to the City on the Hecht property. He noted the City paid a smaller <br /> amount to obtain the easement from Hecht due to locating the document. <br /> ANNUAL COMPENSATION Council was referred to a memorandum from Berger dated <br /> REVIEW; CLK. ADMIN. 10-10-89, relative to an annual compensation review for <br /> the Clerk Administrator. <br /> Mayor Sather advised three alternatives were provided for adjustment in the Clerk <br /> Administrator's salary and/or employee agreement, based on the 1989 Stanton <br /> Survey information provided and a positive employee evaluation. He stated his <br /> preference would be to adjust the Administrator's salary to the 85% level <br />. indicated in the Stanton Survey, retroactive to July 25, with the understanding a <br /> cost of living increase would be considered in January 1990, and increase the car <br /> allowance to $150.00 per month. <br /> Council discussed if the methods utilized in adjusting the Administrator's salary <br /> were followed for all City employees. <br /> Berger eXplained currently there are no salary step plans or job descriptions for <br /> any positions in the city; this year he has initiated the employee evaluation <br /> process and job descriptions and the evaluation is performed on the employee's <br /> anniversary date. He noted some positions are compensated in this fashion, <br /> however, some employees have more years of service and their adjustments were <br /> made through the Comparable Worth process. <br /> Council requested the Clerk Administrator provide a graph which indicates all <br /> positions in the City and how the position ranks in terms of salary. <br /> Malone moved, seconded by Growe, that Council authorize a <br /> salary increase to $40,874.00 annually for the Clerk Administrator, retroactive <br /> to July 25, 1989, and increase car allowance to $150.00 per month. Motion carried <br /> unanimously. (5-0) <br /> Councilmember Hansen questioned if the Clerk Administrator keeps records on <br /> mileage for his vehicle. <br /> Berger advised he has not kept mileage records. <br />. <br />
