<br />None. <br /> <br />New Business <br /> <br />a. Receive Building 116 Presentation <br /> <br />This item was removed from the agenda. <br /> <br />b. Approve 2026 Budget <br /> <br />Director Mitchell stated the proposed 2026 JDA budget is presented for adoption, consistent <br />with the budget processes outlined in the Joint Powers Agreement. For informational purposes, <br />an overview of JDA expenditures for 2023 and 2024 is provided. Preliminary expenditures for <br />January 1, 2025, to September 30, 2025, are also provided, these numbers are subject to <br />change due to potential future reimbursements and anticipated invoices. <br /> <br />Commissioner Weber asked if the JDA could explore the feasibility of moving Building 116. <br /> <br />Chair Wicklund suggested this item be further considered in December when this item would <br />come back to the JDA. <br /> <br />Director Mitchell explained the JDA budget could be amended in December if a feasibility study <br />were to be recommended for Building 116. <br /> <br />Commissioner Monson questioned what the process was for amending the budget. Director <br />Mitchell commented on the process noting the budget for 2025 was amended in May. She <br />discussed how there would have to be a conversation on where funds would come from for a <br />feasibility study for Building 116. <br /> <br />Commissioner Monson inquired what the deadline was for approving the 2026 budget. Director <br />Mitchell recalled the budget had to be approved in December. <br /> <br />Commissioner Monson stated if this was the case the JDA could hold a worksession meeting in <br />December to discuss Building 116 and a regular JDA meeting could follow this meeting in order <br />to approve the 2026 budget. <br /> <br />Commissioner Jebens-Singh reported there were a number of fiscal notes the County has been <br />taking on to complete the spine road. She asked if a feasibility study for Building 116 would be a <br />County expense or JDA expense. <br /> <br />Commissioner Weber stated this was the reason he would like to discuss Building 116 at the <br />December worksession meeting prior to making a decision whether or not to move forward <br />with a feasibility study.
