<br />Director Mitchell indicated Ramsey County would be the fiscal sponsor for the feasibility study <br />per the JPA and the JDA has land use authority. <br /> <br />Commissioner Monson requested further comment from staff regarding the legal services for <br />2026. Director Mitchell discussed the legal services that were provided to the JDA noting staff <br />had taken into consideration the assistance that would be needed with the development <br />agreement. <br /> <br />Commissioner McGuire asked how the proposed budget was funded by the County. Director <br />Mitchell explained the current funding was largely a loan from the general fund that would be <br />repaid when Outlot A was sold. <br /> <br />Commissioner McGuire questioned if administrative work was being contracted out for the JDA. <br />Director Mitchell reported the County isn’t charging the JDA for office administration work and <br />explained the other administrative line item was for the production of meeting videos and <br />completion of the JDA minutes. She noted the City of Arden Hills invoices the County for the <br />JDA minutes. <br /> <br />Chair Wicklund summarized the comments made by the JDA and stated he believed it would be <br />in the JDA’s best interest to approve the proposed budget. He indicated the JDA could still have <br />a conversation regarding Building 116 in December and an amendment could be made at that <br />time if required. <br /> <br />Commissioner Monson explained she would prefer to table action on the budget to December. <br /> <br />Commissioner Jebens-Singh stated the JDA may not have actual costs for the feasibility study in <br />December and questioned if a second JDA meeting would then be required in December. <br /> <br />Chair Wicklund reported staff would have to gather information between now and the <br />December meeting in order to provide the JDA with a number. Director Mitchell explained staff <br />would need further direction on the proposed feasibility study for Building 116. <br /> <br />Commissioner Weber indicated there was a general idea of what needs to be done for Building <br />116 and that it needs to be moved. He stated he would like a feasibility study to be completed <br />to complete this task. <br /> <br />Motion by Commissioner Monson seconded by Commissioner Weber to table action on the <br />2026 Budget to December directing staff to pursue the cost of a feasibility study to move <br />Building 116.
