<br />~inutes of the Arden Hills Council Worksession, January 22, 1990 <br />Pa~e 3 <br /> <br />LEGAL SERVICES; <br />RENDERING PLANT <br />NEW BRIGHTON <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator dated 1-18-90, relative to billing <br />statements from the City of New Brighton for 1989 legal <br />services in conjunction with the rendering plants in both <br />cities. <br /> <br />. <br /> <br />Mayor Sather reviewed his recent discussion with New Brighton Mayor Benke <br />regarding Arden Hills lack of enthusiasm to continue participation in the legal <br />costs relating to the rendering plant. <br /> <br />Council discussed the joint court case which is scheduled for hearing in April <br />1990 and continued participation until such time as the hearing is completed, <br /> <br />Council concurred to continue cost participation with the City of New Brighton in <br />relation to their rendering plant until such time as the court hearing is <br />completed and judgement received, at which time this matter will be reviewed and <br />determination will be made as to continued participation. <br /> <br />OTHER BUSINESS <br /> <br />PROP'D ASSESSMENT <br />POLICY <br /> <br />Clerk Administrator Berger suggested proposed assessment <br />policies be placed on the Council Worksession agenda in <br />February. <br /> <br />Mayor Sather stated it would be preferable to wait for Committee recommendations <br />regarding assessment policies; suggested' this item be placed on the March <br />Worksession Agenda. <br /> <br />. <br /> <br />Councilrnember Growe expressed concern ~elative to the <br />newly-created Program Supervisor position; indicated she <br />would like to review job descriptions for the new <br />position and the current Park Director position as <br />relates to overlapping tasks and general comparison purposes, <br /> <br />PRODP~ SUPERVIsnR <br />POSITION; PARK DIR. <br />EVALUATION <br /> <br />Mayor Sather reported on his recent discussion with Park Director Buckley as <br />relates to his use of personal time as a salaried employee, in conjunction with <br />the complaint received and communication to staff of his time away from the <br />office whether personal or business. <br /> <br />Sather explained that Buckley was notified the Council has imposed a 90 day <br />probationary period and he has agreed to document his activities and prepare a <br />time sheet for a 90 day period. The Mayor advised he would prepare a statement of <br />facts and actions for retention in the Park Director's personnel file. <br /> <br />Councilmember Hansen noted that some activities relative to the Park Director's <br />position are seasonal and the 90 day period may not reflect all areas of the job <br />description. <br /> <br />Council agreed the data submitted will be reviewed after 90 days and it will be <br />determined if the reporting period will be extended. <br /> <br />Council concurred that Mayor Sather will draft a letter for retention in Buckley's <br />personnel file regarding use of time, communication to staff when away from the <br />office, use of City vehicles on personal time and requiring a written time sheet <br />for a 90 day period, Council further agreed to schedule a performance appraisal <br />for the Park Director and discuss a policy for use of personal time for salaried <br />employees. <br /> <br />. <br /> <br />Council further concurred to schedule a review of the newly-created position job <br />description with Park Director Buckley and to postpone the date of hire for the <br />new position until April 1. <br />
