YAnutes of the Arden Hills Council Worksession, January 22, 1990 Page 2 PARKING/SNOWPLOWING ORDINANCE Public Works Supervisor Winkel discussed problems the staff is experiencing relative to lfSnowbirdll vehicles parking on City streets during snowplowing operations. Winkel indicated the current Ordinance prohibits vehicles from parking on any City street after a 2" snowfall, until plowing is completed, He noted the existing Ordinance has provision for towing vehicles and issuing citations, however, previous Councilmembers did not favor strict enforcement. . The Public Works Supervisor suggested more specific language be included in the Ordinance which restricts parking on the street during evening/early morning hours to allow the crews to complete the snowplowing. There was discussion relative to a ItWinter Parking Ban" which would prohibit parking during the winter months only for certain hours and more stringent enforcement of the existing ordinance. Council concurred that the City Attorney draft an amendment to the Arden Hills parking ordinance, Section 26.3 Parking after snow accumulation, to include language which prohibits vehicle parking on the street from October 15 thru April 15, during the hours of 11:00 p.m, to 6:00 a,m. NOTIFICATION TO RESIDENTS; PLANNING COMM. APPLICATIONS Council was referred to a memorandum from Deputy Clerk Clerk Iago dated 1-19-90, recommending that notification be provided to residents on planning cases which do not require a Public Hearing. Iag9 explained the notification could be sent to residents wit"in a 150 ft, radius of. the site or just to adjacent property o~mers; notificatio~ would consist of a brief explanation of the application and a map of the site, She stated in either case the names of the property owners would be provided by the applicant and mailed by staff, . Council concurred it would be preferable to notify property owners within a 150 it, radius of the site on planning matters which do not require a public hearing. Deputy Clerk Iago was directed to prepare a memorandum for formal Council consideration at the 1-29-90 Regular Council meeting, under Consent Calendar. CITY HALL COMMITTEE; PROPOSED AGENDA/DATE Council reviewed the memorandum from Deputy Clerk Iago dated 1-19-90, which outlined staff recommendations for a tentative monthly meeting date and agenda items for the committee to study. There was discussion relative to the tentative agenda, meeting dates, possible expansion of City services in the area of police, fire, community service facilities, location of City facilities and future staffing needs. Council concurred that Department Heads and staff should begin preparation of a needs assessment which includes proposed space requirements for offices7 work areas, storage, conference facilities and areas used as community facilities; Council Chambers, employees cafeteria, etc. Mayor Sather suggested Councilmember Mahowald be contacted to determine his availability for the meeting date proposed at the next Regular Council meeting. .
