He advised this would not preclude TIF methods of funding. <br /> <br />. <br /> <br />The Planner explained this could be stated as a policy in the Planning Study <br />Report. <br /> <br />Council briefly reviewed the items mentioned in the Metropolitan Council letter <br />which were not discussed in the Planner's report with the Planner and Engineer. <br /> <br />Planner Bergly stated the City will have to allow some flexibility for <br />development of this area and create some type of traffic monitoring system which <br />allows for modification. <br /> <br />REQ. PURCHASE <br />TWO TRUCKS <br /> <br />Council was referred to a memorandum from Public Works <br />Supervisor Winkel dated 2-8-90, requesting Council <br />approval to purchase two vehicles for Public Works. <br /> <br />Winkel advised specification for the two pickup trucks were sent 'to five area <br />truck dealers and three quotes were received. He explained both vehicles were <br />approved in the 1990 budget; a total amount of $27,000.00 was budgeted toward <br />purchase of the trucks. <br /> <br />The Public Works Supervisor explained the quotes received from Midway Ford and <br />Minar Ford did not meet the minimum specifications for either vehicle, therefore, <br />he recommends the vehicles be purchased from Rosedale Chevrolet at a total cost <br />of $24,032.00. Winkel noted the quotes received did not include tax and license <br />CO&ts. <br /> <br />. <br /> <br />Councilmember Malone questioned if it is necessary for the City to advertise for <br />bids on the vehicles since the total amount is over $15,000.00. <br /> <br />Winkel stated it is his understanding only quotes are necessary since the <br />separate costs for the vehicles are under $15,000.00. <br /> <br />Malone moved, seconded by Mahowald, to authorize the <br />purchase of a 1990 one-half ton full size pickup truck and a 1991 compact pickup <br />truck, with an extended cab, from Rosedale Chevrolet at the prices quoted in the <br />Public Works Supervisor's report dated 2-8-90, subject to confirmation from the <br />City Attorney that receiving quotes on purchase of the vehicles is an appropriate <br />procedure. Motion carried unanimously. (4-0) <br /> <br />REQUEST TO LEASE <br />COMPUTER EQUIPMENT <br /> <br />Council was referred to memorandums from the Clerk <br />Administrator and Deputy Clerk dated 2-9-90, requesting <br />authorization to lease computer equipment for the City <br />Offices. <br /> <br />Clerk Administrator Berger advised he concurs with recommendation of the Deputy <br />Clerk to lease the computer equipment. <br /> <br />. <br /> <br />Deputy Clerk Iago explained the price quotes from Ameridata are based on the <br />government purchasing contract and are lower than the two other quotes received; <br />the computer equipment currently used in the City offices was purchased from <br />Ameridata. She stated her recommendation to lease the equipment was based on the <br />fact that technology changes so rapidly and the City computer needs may change <br />over the next four years. Iago noted the fact that leasing the equipment will <br />cost the City approximately $3,000.00 over the four year span, which was not <br />budgeted and the installation costs of approximately $800.00 were not included in <br />the 1990 budgeted amount. <br />
