<br />Minutes of the Arden Hills Regular Council Meeting, 2-26-90 <br />Page 4 <br /> <br />ARSENAL MEETING Councilmember Mahowald questioned if staff has received <br />further information relative to the Arsenal Training <br />Facility preconstruction meeting scheduled in March. <br /> <br />. <br /> <br />Clerk Administrator Berger advised he has discussed concerns relative to the <br />training facility with Shoreview's City Manager Dwight Johnson and rechecked the <br />building plans. <br /> <br />Berger stated the Fire Chief has expressed concerns relative to the LJVFD <br />providing fire services for the facility. Berger advised he will attend the <br />meeting, along with the Planner and Fire Chief. <br /> <br />There was discussion regarding if it is mandatory for LJVFD to provide services <br />for this facility. Councilmember Malone questioned if there is a precedent set by <br />other cities which have military facilities of this nature located within their <br />boundaries. <br /> <br />Fire Chief Winkel stated there may be funding available to provide services for <br />the new facility. He explained the Arsenal has always provided its own fire <br />service; in the past he was told not to worry about providing services because <br />the Arsenal has its own fire department. <br /> <br />Council concurred to direct the City Attorney to review the relationship between <br />other municipalities with federal government facilities located in their cities <br />and if funding is available for the LJVFD to provide fire services. <br /> <br />. <br /> <br />Park Director Buckley commented that he was advised the city would not be able to <br />locate recreational facilities at this site for security reasons and noted there <br />was no mention of the security fencing being located behind the proposed <br />building. <br /> <br />CENSUS UPDATE Acting Mayor Hansen reported on the census information <br />she received at the RCLLG meeting; packets of information <br />were provided for each Councilmember and the administrative staff at City Hall. <br /> <br />MISCELLANEOUS <br /> <br />Acting Mayor Hansen reminded Council of the joint meeting <br />with School Board Officials, March 6, at 7:00 a.m. <br /> <br />Hansen advised she will attend the Planning Commission meeting on March 7, due to <br />the absence of Councilmember Growe. <br /> <br />Hansen referred to letter received from a resident regarding a "St. Jude Chain <br />Letter" which was received by mail; questioned if the City has any control <br />relative to this type of mailing. She noted the letter was not signed. <br /> <br />Councilmember Malone explained the resident could contact the postal service <br />regarding the mailing. <br /> <br />Acting Mayor Hansen thanked Park Director Buckley for submission of his long and <br />short range goals. <br /> <br />WATER UTILITY; <br />ROSEVILLE CONNECT. <br /> <br />Councilmember Malone questioned if Clerk Administrator <br />Berger was prepared to discuss the water meter <br />discrepancy relative to the water usage from the City of <br />and the gallonage billed to Arden Hills residents. <br /> <br />Roseville <br /> <br />~ <br /> <br />Berger advised the Finance subcommittee is reviewing this matter and preparing a <br />report for Council. He explained that two possible remedies were identified <br />during discussions; certification of the Roseville connection water meters and <br />checking Arden Hills commercial water meters. Berger stated the report will be <br />available at a future meeting. <br />
