City of Arden Hills Personnel Policy —,!t* Effective February 29, 2016 <br />AR�)VN HILI Amended July 28, 2025 and <br />HOURS OF WORK <br />Work Schedules <br />Because of the necessity of providing municipal services twenty-four hours per day, seven <br />days per week, employees are required to work a regular schedule of hours as established <br />by the City. A regular schedule of hours should not be construed as excluding shift <br />rotations and emergency work schedules based on public necessity as determined by the <br />City. Those employees with approved Flex hour schedules shall have the proper <br />documentation in their Personnel File and maintain those hours. <br />Part-time, seasonal, and temporary positions: <br />In order to comply with law while avoiding penalties, part-time employees will be <br />scheduled with business needs and in a manner that ensures positions retain part-time <br />status as intended. Effective February 29, 2016, employees in part-time and temporary <br />positions will not be permitted to work more than 28 hours/week, including hours worked <br />and paid leave (such as annual leave or holiday leave). All shifts, including schedule trades <br />or picked -up shifts, must be pre -approved by supervisor. Unpaid furloughs may be <br />imposed on employees who exceed 28 hours/week. Working a shift without prior <br />approval may result in discipline, up to and including termination of employment. In some <br />rare instances, a part-time, seasonal, or temporary employee may be offered health <br />insurance in order to comply with federal health care reform laws and regulations. <br />Work Assignments <br />The department managers and the City Administrator will arrange work assignments for <br />the best operation of the department for all employees in all departments. All meal breaks <br />are unpaid. <br />Breaks <br />A fifteen (15) minute rest period/break or enough time to utilize the nearest convenient <br />restroom, whichever is longer, will be allowed within each four (4) consecutive hours of <br />work during an employee's shift. Departments are responsible for scheduling rest <br />periods/breaks that do not interfere with work requirements. A thirty (30) minute unpaid <br />lunch break will be allowed during a shift, and will normally occur midway in a <br />shift. Employees are expected to use these breaks as intended and will not be permitted <br />to adjust work start/end time by saving these breaks. <br />Employees working in City buildings will normally take their breaks at the place provided <br />for that purpose in each building. Employees working out-of-doors will normally take <br />their break at the location of their work. Employees whose duties involve traveling <br />throughout the City may stop along the assigned route at a restaurant or other public <br />accommodation for their fifteen (15) minute break. Exceptions must be approved by the <br />supervisor or department director. <br />39 <br />
