Funding Source
Total Project
Costs
PIR Fund
$
1,110,000
Assessments
$
931,000
Utility Fund - Sanitary Sewer
$
186,000
Utility Fund - Water
$
467,000
Utility Fund - Surface Water
$
451,000
RCWD Grant
$
56,000
Total Project Cost
$
3,201,000
The total estimated cost of the recommended improvements is $3,201,000. The 2026-2030
Preliminary CIP budget includes these estimated values. Staff are currently pursuing additional
RCWD grants totaling approximately $70,000 which would decrease the City's surface water
utility fund amount shown above. Applications for the RCWD grant program are typically due
mid -December of each year and project awards are typically 2 months after.
If the City Council decides to levy a portion of the Karth Lake Pump Improvements to the Karth
Lake Improvement District, that contribution would decrease the City's surface water utility fund
in that amount.
A portion of this project is proposed to be assessed to the benefiting property owners and the
remainder through other funding sources. In accordance with the City's Assessment policy, the
preliminary assessment for the recommended improvement is calculated as:
Residential Reclamation Areas:
50% Estimated Street Project Costs = $614,500
Residential Equivalent Units = 105
Assessment Rate = $5,850
Residential Mill & Overlay Areas
50% Estimated Street Project Costs = $81,500
Residential Equivalent Units = 21
Assessment Rate = $3,880
Industrial Reclamation Areas
70% Estimated Street Project Costs = $280,000
Residential Equivalent Units = 334 (assumes 3 REU's per Acre)
Calculated Assessment Rate = $840 per REU
As the project is competitively bid, the calculated assessment amount will be updated leading up
to the adoption of the assessment roll.
