Karth Lake Improvement District Discussion <br />The City Council must decide if costs associated with the Karth Lake Pump Improvements are <br />applied to the Karth Lake Improvement District (KLID). <br />In 2003, the City Council approved the formation of the Karth Lake Improvement District. The <br />first duty of the district is to act as an advisory board to the City Council on the construction and <br />maintenance of a lake elevation control structure, other duties are also defined in the district's <br />bylaws (see Attachment B). The first project the district undertook was the installation of a <br />pump to aid in controlling lake levels. This project cost approximately $99,000, and was split <br />fifty percent by the City's stormwater fund and fifty percent by the district via a levy specific to <br />the Karth Lake Improvement District. Although the initial funding mechanism was established <br />for this project, it is not clear how future projects are to be funded and what, if any, City or <br />improvement district participation is expected. The City Attorney in 2019 was asked to weigh in <br />and he noted that the previous funding mechanism does not dictate future projects, but any <br />projects on the lake are primarily a benefit to the properties abutting the lake. <br />The last time Karth Lake pump related costs were applied to the KLID was in 2019/2020 when <br />the pump was replaced and the control cabinet retrofitted. At the November 18, 2019 work <br />session, the City Council discussed funding for replacement of the pump and repairs to the <br />control cabinet for Karth Lake. The Council directed staff to work with the Karth Lake <br />Improvement District Board to consider a proposal for the Improvement District to fund the full <br />cost of the replacement pump and repairs (or replacement) of the associated control cabinet, and <br />the City would address the failing retaining wall adjacent to the control panel. On January 15, <br />2020, the Karth Lake Improvement District Board discussed a recommended funding strategy for <br />the implementation of Option 1. The Board's recommendation was to levy the cost for what was <br />"Option 1" in the estimated amount of $13,002 within the District over a two year period with <br />taxes paid in 2021 and 2022. See Attachment C Resolution from the KLID Board for reference. <br />The total estimated cost of the proposed pump improvements with the 2026 PMP is $112,000. <br />The City received the RCWD grant in the amount of $56,000. The remaining $56,000 will be <br />funded through the City's surface water utility fund and potentially by levying the KLID. <br />Options the City Council should consider tonight: <br />• The City could fund 100% of the pump improvements. <br />• The City could fund a determined amount or percentage of the pump improvements and <br />levy the remainder to KLID over a specified period of time. <br />The City can fund the improvements upfront and continue discussions with the KLID <br />Board. The Council liaison has facilitated these types of conversations in the past by <br />attending the Board meetings.
