(4-0) <br /> <br />'!here was discussion relative to phasing of the Wilding demolition, asbestos <br />removal, well abandonment and underground tank removal. Clerk Administrator <br />Berger suggested the contract for demolition specifY the contractor begin work on <br />APril 15 to allow time for phasing of the other activities. <br /> <br />AUIHORIZE PIl\NS <br />& SPECS; 1990 <br />PAVEMENT M:iMI'. <br /> <br />Council was referred to reports from Clerk Administrator <br />Berger and Engineer Maurer, dated 3-20 & 3-21-90, <br />relative to the 1990 Pavement Management Improvements. <br /> <br />'!here was discussion relative to estilnated project costs exceeding the <br />$100,000.00 budgeted amount. <br /> <br />Public Works SUpervisor Winkel and Engineer Maurer explained the intent is to <br />work within the budget guidelines and to solicit bids so that portions of the <br />project may be deleted if the costs exceed the $100,000.00 budgeted amount. <br /> <br />Malone moved, seconded by Hansen, to authorize the <br />Engineer to prepare plans and specifications and obtain bids for the 1990 <br />Sealcoat and overlay Program as outlined in his memorandum dated March 20, 1990. <br />Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Council was referred to a letter from Attorney Filla <br />dated 3-16-90 and a report from the Clerk Administrator <br />dated 3-21-90, relative to a draft Ordinance modifying <br />the hours of sale for intoxicating liquor in the City. <br /> <br />Attorney Filla advised he changed the format of the Ordinance to make the terms <br />more understandable. He noted the original draft of this Ordinance would extend <br />the hours of sale on Monday through Thursday until 10:00 p.m. and would include <br />the 4th of July and New Years Day as permissible days of sale, unless they fall <br />on a Sunday. <br /> <br />ORD #266; l-DDIFY <br />OFF-SALE LIQOOR <br />HOURS OF SALE <br /> <br />council questioned if the City of Shoreview had adopted the mcdified hours of <br />sale. <br /> <br />Attorney Filla advised he recalled discussion of this itern although he does not <br />recall if the extended hours were adopted by Shoreview. He also noted Shoreview <br />is conducting a survey on some related liquor issues and may have postponed <br />adoption of the extended hours until the survey results are received. <br /> <br />councilmerr1ber Mahowald suggested consideration of the extended hours of sale be <br />delayed until later this year; he referred to the survey of surrounding <br />communities and noted only Fridley has extended the hours of sale. He expressed <br />concern that Arden Hills will be an "island" for off-sale liquor sales and <br />preferred to wait until other communities adopted the extended hours of sale. <br /> <br />. <br /> <br />Mahowald noted all surrounding communities have adopted the two additional days <br />of sale, 4th of July and New Year's Day; suggested revising the Ordinance to <br />include the two additional days of sale and excluding the extended hours. <br />
