BID (Cont'd) Mahowald moved, seconded by Malone, to award the bid for demolition and removal of the buildings located at the Kern Milling site to HRS, Inc., of loretto, Mn., in the amount of $68,800.00. Motion carried unanimously. (4-0) '!here was discussion relative to phasing of the Wilding demolition, asbestos removal, well abandonment and underground tank removal. Clerk Administrator Berger suggested the contract for demolition specifY the contractor begin work on APril 15 to allow time for phasing of the other activities. Council was referred to reports from Clerk Administrator Berger and Engineer Maurer, dated 3-20 & 3-21-90, relative to the 1990 Pavement Management Improvements. '!here was discussion relative to estilnated project costs exceeding the $100,000.00 budgeted amount. Public Works SUpervisor Winkel and Engineer Maurer explained the intent is to work within the budget guidelines and to solicit bids so that portions of the project may be deleted if the costs exceed the $100,000.00 budgeted amount. Malone moved, seconded by Hansen, to authorize the Engineer to prepare plans and specifications and obtain bids for the 1990 Sealcoat and overlay Program as outlined in his memorandum dated March 20, 1990. Motion carried unanimously. (4-0) . Council was referred to a letter from Attorney Filla dated 3-16-90 and a report from the Clerk Administrator dated 3-21-90, relative to a draft Ordinance modifying the hours of sale for intoxicating liquor in the City. Attorney Filla advised he changed the format of the Ordinance to make the terms more understandable. He noted the original draft of this Ordinance would extend the hours of sale on Monday through Thursday until 10:00 p.m. and would include the 4th of July and New Years Day as permissible days of sale, unless they fall on a Sunday. ORD #266; l-DDIFY OFF-SALE LIQOOR HOURS OF SALE council questioned if the City of Shoreview had adopted the mcdified hours of sale. Attorney Filla advised he recalled discussion of this itern although he does not recall if the extended hours were adopted by Shoreview. He also noted Shoreview is conducting a survey on some related liquor issues and may have postponed adoption of the extended hours until the survey results are received. councilmerr1ber Mahowald suggested consideration of the extended hours of sale be delayed until later this year; he referred to the survey of surrounding communities and noted only Fridley has extended the hours of sale. He expressed concern that Arden Hills will be an "island" for off-sale liquor sales and preferred to wait until other communities adopted the extended hours of sale. . Mahowald noted all surrounding communities have adopted the two additional days of sale, 4th of July and New Year's Day; suggested revising the Ordinance to include the two additional days of sale and excluding the extended hours.
