<br />Minutes of the Arden Hills Regular council Meeting, 4-9-90 <br />Page 8 <br /> <br />. <br /> <br />RES. #90-16; <br />LEXINGI'ON AVE. <br />IMPROVEMENrS <br /> <br />Council was refe=ed to a memorandum from the Clerk <br />Administrator dated 4-6-90, relative to the Lexington <br />Avenue Improvement Projects proposed by Ramsey County. <br /> <br />Engineer Maurer reviewed his letter dated 4-4-90 and recamnended the plan be <br />approved, the parking along a portion of Lexington Avenue be restricted and the <br />agreement be approved after deletion of Item #4 which is the westerly bike path. <br /> <br />Malone moved, seconded by Mahowald, to amend the <br />Cooperative Agreement wit:9- Ramsey County, No. 90001, and direct staff to prepare <br />the amendment which el:iInb1ates Item #4, relating to City payment for =nstnlction <br />of the westerly bike path. Motion carried unanimously. (3-0) <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 90-16, APPROVING PlANS FOR PROJECI' NO. S.A.P. 62-651-25, excluding the <br />=nstruction of the westerly bike path. Motion carried unanimously. (3-0) <br /> <br />Malone moved, seconded by Mahowald, to adopt Resolution <br />No. 90-17, REQUESTING RAMSEY COUNTY 'ID RESTRICT PARKING AIDNG A PORl'ION OF <br />LEXINGI'ON AVENUE, that portion extending between Trunk Highway 96 and Royal Oaks <br />Drive. Motion carried unanimously. (3-0) <br /> <br />NOTE: Council previously passed Resolution #83-15 which restricted parking along <br />the west side of Lexington Avenue T.H. 96 to Royal Oaks Drive, therefore, <br />the amendment was not included in Resolution No. 90-17. <br /> <br />. <br /> <br />PROFOSED TRAIL <br />& PARK <br />IMPROVEMENTS <br /> <br />Council was refe=ed to a report fram Park Director <br />Buckley dated 4-5-90, relative to proposed 1990 park and <br />trail improvements. <br /> <br />Malone moved, seconded by Mahowald, that Council approve <br />the expenditures for the 1990 trail :improvements at Hazelnut Trail fram stowe <br />Avenue north to County Road E, the installation of play equipment at Valentine <br />Park and the remodeling of the Hazelnut wanning Shelter, as outlined in the Park <br />Director's report dated 4-5-90, and direct the city Engineer to prepare <br />specifications and advertise for bids for the 1990 T1cail Improvement. Motion <br />carried unanimously. (3-0) <br /> <br />Council was refe=ed to a memorandum from the Park <br />Director dated 4-5-90, outlining a City-wide flower <br />campaign . <br /> <br />Buckley explained the Park & Recreation COrmnittee discussed the proposed flower <br />garden program and recommended working on two phases of the program; the <br />beautification of the city gateways with flower beds and the plantings around <br />residential mailboxes. <br /> <br />FLOWER POWER <br />CAMPAIGN <br /> <br />'Ihe Park Director requested authorization to expend funds to begin installation <br />of the "Gateway Gardens"; est:i1nated cost is $2,100.00. <br /> <br />. <br /> <br />Malone moved, seconded by Mahowald, that Council <br />authorize the Park Director to expend $2,100.00 for the Flower Power Garden <br />campaign for =nstruction and installation of the gateway flower beds. Motion <br />carried unanimously. (3-0) <br />
