<br />MINUI'ES OF lliE ARDEN HILlS roUNCIL IDRKSESSION <br />MONDAY, ~ 23, 1990, 4:30 P.M. - CITY HALL <br /> <br />CALL TO ORDER <br /> <br />- <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 4:30 p.m. <br /> <br />WLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, eounci1members Nancy Hansen and Paul <br />Malone. Absent: Councilmernbers JoAnn Growe and Thomas Mahowald. Also present: <br />Attorney Jerry Filla, Engineer Terry Maurer, Park Director John Buckley, Public <br />Works SUpervisor Daniel Winkel, Clerk Administrator Gary Berger and Deputy Clerk <br />Catherine Iago. <br /> <br />PARK DEDICATION; <br />GROUP HEALTH, INC. <br />NORlBWXlDS DRIVE <br /> <br />Gouncil was referred to a memorandum fram Counci1lnember <br />Mahowald dated 4-18-90, outlining the negotiations for <br />park dedication fees with Opus Corporation relative to <br />the Group Health site on Northwoods Drive. <br /> <br />After discussion, Council concurred to direct staff to fo:rward the letter drafted <br />by Mahowald with the City's counter offer to Opus representatives. <br /> <br />CITY HALL mMM. ; <br />PROrosED CITIZEN <br />SURVEY <br /> <br />Council was referred to a memorandum fram counci1lnember <br />Mahowald dated 4-19-90, relating to the City Hall <br />conunittee recommendation to conduct a citizen survey. <br /> <br />. <br /> <br />Clerk Administrator Berger advised the City Hall Committee heard a presentation <br />fram Decision Resources, Ltd., regarding community surveys as a policy <br />infonnation tool; it was suggested Decision Resources make a presentation to <br />Council at the April 30 meeting. <br /> <br />Berger explained that Councilmernber Mahowald recommended Council consider <br />utilizing the services of Decision Resources, Ltd., based on the o:rrrpmy having <br />extensive experience with municipal government surveys. <br /> <br />The Clerk Administrator stated the coomittee generally concurred that unless <br />there is a strong indication fram the conununity that new facilities are <br />warranted, the work of the coomittee may be unnecessary. <br /> <br />May= Sather noted that other citizen coomittees have expressed interest in <br />obtaining a camrnunity survey which contains data outlining citizen preference for <br />customer needs and level of service, relating to all City departments. He <br />questioned if the financing for the survey will be funded fram all department <br />budgets. <br /> <br />Berger advised the deparbnent heads have expressed interest in a mutually funded <br />general corrnnunity survey relating to all City services and facilities to be <br />utilized as a management tool. <br /> <br />Councilrnember Hansen expressed concern'regarding a telephone survey; only 400 <br />homes will be contacted, which is only one-fifth of the City p:>pulation. She <br />suggested other companies providing this service be contacted for comparison <br />purposes . <br /> <br />. <br /> <br />Councilrnember Malone stated the results of a telephone survey are usually valid; <br />noted the cost estimate is reasonable considering the extent of service. He <br />preferred to receive quotes fram other companies for comparison purposes. <br /> <br />The Clerk Administrator explained that the city Hall Conunittee and Councilmernber <br />Mahowald expressed the desire to receive the survey results as soon as possible; <br />a target date for completion of phase one of its study is scheduled for July <br />1990. <br />
