<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills council WorkseSSion, April 23, 1990 <br />Page 2 <br /> <br />SURVEY (Cont'd) After discussion, Council concurred to direct staff to <br />contact three vendors which provide this service and <br />invite representatives from each company to appear before council, at a future <br />meeting or worksession, with information and quotes 1Nhich contain costs for a <br />telephone survey and a direct mail survey. <br /> <br />ASSESSMENT POLICY; <br />FINANCE CWlMI'ITEE <br />REPORl' <br /> <br />Council was referred to the Finance SuJ:x::ornmittee rep::>rt <br />dated 4-14-90, containing the draft assessment p::>licy <br />recommendations. <br /> <br />Finance SUJ::x::ommittee Me1I1l3iars Carl Rundquist, sandi Dunekacke and Jeff sjobeck <br />were present. <br /> <br />Rundquist reviewed the draft recommendations report and the subcommittee <br />conclusions. There was discussion regarding the need to integrate a qualitative <br />street survey and financing methods which will be used to develop a long range <br />capital improvement budget for street reconstruction and maintenance in Arden <br />Hills. The plan will identify the annual level of investment required to maintain <br />city streets to an established standard. Also discussed was the percentage of <br />street reconstructions costs to be assessed against property C1N11ers. <br /> <br />Rundquist also noted Maier stewart & Associates draft p::>licy was not consistent <br />with neighboring communities assessment percentages. <br /> <br />Engineer Maurer advised it was not the intent of Maier stewart & Associates to <br />make any specific recommendations, only to provide informational material to the <br />subconnnittee for review. <br /> <br />There was discussion relative to the need to detenni.ne the rate of assessment for <br />the various types of streets, the level at 1Nhich the city will assess and the <br />need to schedule repairs to detenni.ne the city'S financial liability. <br /> <br />After discussion, council concurred to direct the Engineer and Public Works <br />Supervisor to inventory the streets for reconstruction. council further requested <br />Engineer Maurer to cash flow a 5-year plan for reconstruction, overlay and <br />sealcoating of streets and forward this information to the staff and subcommittee <br />for review and recommendation regarding an assessment percentage rate. Council <br />requested the Finance SuJ:x::ornmittee evaluate the information and prepare a <br />recormnendation for Council review in June. <br /> <br />ATI'END PARK <br /><XlMMITI'EE MIG. <br /> <br />Clerk Administrator Berger advised Counci1Jnember Mahowald <br />will be unavailable to attend the regular Park committee <br />meeting on 4-24-90 and requested a Council representative <br />Counci1Jnember Malone advised he will try to attend the <br /> <br />attend in his absence. <br />meeting . <br /> <br />CDUNCIL cct-1MENTS <br />REPORT; RCLLG <br />MEETING <br /> <br />Counci1Jnember Hansen rep::>rted on the April RCLLG meeting <br />and advised the May 9 meeting, will include a tour of the <br />Ramsey County Jail facilities. <br />
