Also present: Planning Commission Chair <br />Dennis Probst, Commission Members Raymond McGraw and Peter Martin, Planner John <br />Bergly, Engineer Teny Maurer, Attorney Jeny Filla, Park Direct= John Buckley, <br />Public Works SUpervisor Daniel Winkel, Clerk Administrator Gary Berger and Deputy <br />Clerk Catherine Iago. <br /> <br />CAlL 'IO ORDER <br /> <br />JOINT MEEI'ING; <br />LEXmGI'ON AVENUE <br />DEIlELOPMENT SIUDY <br /> <br />Council convened at 6:30 p.m. for the purp:lSe of a joint <br />meetin; with Planning Cormnission to discuss the Lexington <br />Avenue Development study. <br /> <br /> l. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br />. 7. <br />8. <br /> 9. <br /> <br />Planner Bergly reviewed his study report and explained the followin; diagrams of <br />the Lexington Avenue Study Area: <br /> <br />Zonin; - The cu=ent zonin; map does not show the Blue Fox Inn property in a <br />B-2 District. Staff was asked to check the zoning of this parcel. <br />Land Value - Total property including buildin; and site; highest valuations <br />are the sites =ntainin; the restaurants. <br />Access. <br />Electric/Rail Service. <br />Visual and Functional problems in the area; landscapin;, access, railroad, <br />overhead utilities. <br />Potential development sites. <br />Land Use. <br />Circulation Plan - potential bus service, possible pedestrian trails through <br />area. <br />Concept Plan - proposed circulation through the retail area utilizin; rear <br />access easement behind buildin;s frontin; on Lexington Avenue. <br /> <br />The Planner advised the Plannin; Cormnission discussed a moratorium and =eation <br />of a TIF district to direct development of this area. <br /> <br />councibnernber Malone discussed the effect of recent legislative action regardin; <br />TIF districts. <br /> <br />Planning Commission Chair Probst advised the Group Health proposal initiated the <br />recommendation for =eation of a TIF district; the opportunity for capturin; <br />in=ements on the Group Health site may already be lost, however, there may be <br />opportunity to help other businesses in the area upgrade facilities. <br /> <br />Probst stated the commission generally has great enthusiasm for the =ncept plan <br />drafted. by the Planner. The Conrrnission expressed concern as to how to pr=eed to <br />get the plan into action. He noted. the moratorium discussion was initiated due to <br />recent i.rquiries from developers relative to less desirable uses in this area. <br />Commission recormnended a moratorium be i.rrposed until a more detailed study for <br />this area is completed. <br /> <br />. <br /> <br />Councibnernber Malone stated there is a need to identify an "ideal" plan for the <br />area) expressed uncertainty that retail is the best use along Lexington Avenue. <br />He discussed. the possibility of a "power" center mall. <br />
