(Cont'd) Commission Member Martin explained the area along <br />Lexington Avenue being discussed is too narrow for a <br />larger 1113.11 type development. He expressed the opinion the =rent ovmers of the <br />warehouse businesses 11I3.y be interested in other development if the opportunity <br />arises . <br /> <br />Probst stated the "power center" concept will work if all land within the area <br />between Dunlap and Lexington Avenue were included in such a plan. He advised he <br />is not aware of any market study in this area which identifies what is needed in <br />this area; it appears a steady growth in retail will continue with the Target <br />store development on the west side of Lexington. <br /> <br />Council and Commission discussed the need for il11posing a moratorium and <br />corrpletion of a more detailed study of proposed development of this area. <br /> <br />Mayor Sather stated a definitive date for corrpletion of the rep:lrt and moratorium <br />is needed) preferred not to encumber property ovmers in this area. He questioned <br />if any prop:JSals for development have been suJ:xnitted. <br /> <br />Probst advised no property ovmers have expressed expediency in suhnitting <br />development prop:lsals; some property cvmers have been in contact with the Plarmer <br />to keep infonned as to the progress of the Lexington Avenue study. <br /> <br />Plarmer Bergly advised the Plarming Commission will be discussing the Lexington <br />Avenue prop:lsal at their re::JUlar meeting on 5-2-90. He indicated Commission could <br />finalize the study rep:lrt and forward a development recommendation to Council <br />within two months. <br /> <br />. <br /> <br />councilmernl:er Mahowald questioned if use of Tax Increment Financing is critical <br />to encourage development in this area; suggested staff obtain analysis of new TIF <br />legislation. <br /> <br />'!here was discussion regarding the proposed access road between the Lexington <br />Avenue businesses and the Dunlap street businesses. '!he Plarmer noted the access <br />roadway is proposed to be utilized as service road between properties rather than <br />access road between Grey Fox and REd Fox Roads. <br /> <br />After further discussion, Council con=ed: <br /> <br />1. That a meeting with Financial Consultant Jim Casserly and the Plarming <br />Commission be scheduled to discuss TIF issues. <br />2. That staff be direct to nake fornal contact with property owners in the study <br />area to detennine if there is an urgency for development on their properties. <br />3. That Staff contact Casserly ani the League of cities to obtain infonnation <br />relative to recently passed Legislation on Tax Increment Financing. <br /> <br />Council con=red with the development plan ani mix of uses as prop:lsed in the <br />Plarmer's concept plan. Plarming Chair Probst indicated the Commissions' desire <br />to continue the "tone" of recent higher quality development/redevelopment in this <br />area; agreed that =rent uses blerrl together ani the main issue is the scope of <br />the project to be undertaken. <br /> <br />. <br />
