<br />Minutes of the Arden Hills Regular Council Meeting, 4-30-90 <br />Page 6 <br /> <br />. <br /> <br />Council was referred to a memorarrlum from Public Works <br />SUpervisor Winkel dated 4-26-90, regarding completion of <br />probationary period for employee Pete Saxe. <br /> <br />Hansen moved, seconded by Growe, to approve the pe.nnanent <br />employment status of Pete Saxe, after successful completion of his probationary <br />period, and increase his salary to 95% of the wage rate, $12.52 per hour, <br />effective May 1, 1990. Motion carried unanimously. (5-0) <br /> <br />PERMANENT EMPLOYEE <br />SI'ATUS; PEI'E SAXE <br /> <br />KEI'IHSON POND; <br />STATUS REFORl' <br /> <br />Council was referred to a letter from Attorney Filla <br />dated 4-27-90, relative to the status of the Keithson <br />drainage pond. <br /> <br />Attorney Filla reported on his meeting with Marcel Eibensteiner and reviewed the <br />matters discussed at that time. He advised he has reviewed the City file on this <br />matter and has not been able to review the material with the adjacent property <br />owners to date. Filla stated he is unable to locate the following items: <br /> <br />1. 'The "North Central Drainage Plan", which is referred to in the City file on <br />Keithson Addition. <br />2. 'The building permit for the home located on the north side of the pond. <br /> <br />Filla stated EiJ:::ensteiner forwarded infonnation to him relating to the dimensions <br />of the pond. He also advised Eibensteiner has indicated a willingness to <br />participate in resolving the problem, but did not feel he should have full <br />responsibility for resolution of this matter. <br /> <br />. <br /> <br />Filla reported the pond, as redesigned, was shaped , however, there are portions <br />which need to be excavated. EiJ:::ensteiner advised Filla the job was to be <br />=npleted last fall and the work was stopped) stated the reshaping of the pond as <br />designed will only add minimal additional capacity. <br /> <br />'The Attorney advised he will need to review the building permit for the home on <br />the north side of the pond and suggested a meeting on the site with the developer <br />and property owners. <br /> <br />Council1nember Hansen stated this matter should resolved between the developer and <br />the property owners) prefered no financial responsibility be in=ed by the <br />City. <br /> <br />'The Attorney explained the real issue is an outlet for the pond) it was <br />anticipated by the City that there would be an outlet consb:ucted at the tilne the <br />property to the west and south was developed. Eibensteiner advised Filla the <br />owner of the undeveloped property is George Reiling and there are no :i1nrnediate <br />plans for development of the area. Filla stated if the outlet is to be <br />consb:ucted prior to development it will only be accomplished if the city <br />acquires easements from the property owner. <br /> <br />Council directed Attorney Filla to schedule an on-site meeting with the adjacent <br />property owners and the developer and requested staff attempt to locate a copy of <br />the "North Central Drainage study" referred to in the Keithson file. <br /> <br />. <br />
