<br />Minutes of the Arden Hills Regular Council Meeting, 4-30-90 <br />Page 7 <br /> <br />. <br /> <br />KEM MILLING SITE; <br />ABI\NOONED DRUM <br />DIsroSAL <br /> <br />Council was referred to a report from the Clerk <br />Administrator elated 4-27-90 and a letter from Delta <br />Environmental , relative to abarxioned drtnn disposal <br />management at the Kern Milling site. <br /> <br />Berger advised the work outlined in the letter was not included in the November <br />9, 1989 site demolition work plan and est:iJnated additional costs f= the work <br />will range from $4-6,000.00. <br /> <br />Council expressed concern. regarding the increased costs. <br /> <br />Darrell Oman, Delta Environmental Consultant, gave Council a brief update on the <br />demolition activities. He explained the original assessment reports for Phase I <br />and Phase II noted the drums on-site and at that time some of the drums contained <br />solid or liquid contents which were not considered hazardous waste materials <br />until sampled or tested. Oman stated the previous site owner was in the pr=ess <br />of closing down the facility operations and salvaging equipment and materials; it <br />was unknown at the time if the drums or content would remain on the site. He also <br />noted a drum survey was not proposed by Delta in the site demolition work plan <br />dated 11-9-89 and reviewed the reasons listed in the letter to the City dated <br />4-26-90. <br /> <br />council questioned the number of drums involved in the disposal. <br /> <br />Oman stated his est:iJnate is 15 drums and approximately 5 will require the <br />over-packing pr=ess. <br /> <br />. <br /> <br />Council questioned the transportation of additional storage tanks to the site and <br />how it is determined there is no contamination in the additional tanks. <br /> <br />Oman explained the general contractor brought the additional tanks to the site in <br />order to consolidate other demolition projects; noted Delta was not aware of this <br />procedure until the bid opening and at that time advised the contractor this was <br />not a good practice. He stated the tanks are purged and cleaned prior to <br />transporting to this site. <br /> <br />Council con=ed to direct Delta Envirornnental to conduct an on-site invento:ry <br />of the drums remaining on the Kern Milling site and suhnit a change order to the <br />City which specifically outlines all costs for disp:>sal. council further directed <br />the Atton1ey to forward a letter to the contractor, on behalf of the City, which <br />states that the additional storage tanks transported to the site J:e removed <br />within 24 hours. <br /> <br />CDUNCIL CCM1ENTS <br />JOINT MEETING; <br />NEW SHOREVIEW <br />CDUNCIlMEMBERS <br /> <br />Council1nember Hansen suggested scheduling a joint meeting <br />with the' Shoreview Council for the purpose of meeting the <br />newly appointed Shoreview Council1nembers. <br /> <br />Mayor Sather advised the Mayor of Shoreview has suggested such a meeting J:e held <br />in June in order to allow the newly appointed Shoreview Council1nembers time to <br />become more familiar with their duties. <br /> <br />. <br />
