' <br /> <br />Bergly stated if the rezonin;J guidelines an:l. the TIT District are initiated at <br />the same time, both will become effective at approxilnately the same time. <br /> <br />Probst reported on the meeting with Financial consultant Casserly and the <br />Planning Commission. <br /> <br />COuncil1nember Malone recalled Casserly indicating the establishment of a TIF <br />District should proceed slCMly, due to the expiration deadlines outlined in the <br />TIF requirements. <br /> <br />Discussion ensued regarding previous actions by council to establish the "project <br />areas" and TIF Districts. Probst discussed a new area of TIF Districts <br />established during the recent legislative session. ., <br /> <br />. <br /> <br />council directed staff to contact Casserly an:l. verify l=ations in the project <br />areas adopted are established TIF Districts an:l. define the deadlines, for the <br />districts currently established. <br /> <br />Chair Probst indicated one of the key recommendations by Commission is Item #4, <br />establishing a Community Development Commission; rationale is to promote <br />potential development in this area an:l. the Round Lake area. <br /> <br />council1nember Malone questioned if it will be difficult to obtain approval of the <br />Land Use Plan from the Metropolitan Council. <br /> <br />Bergly stated there does not appear to be major problems with the plan; if the <br />plan adjustment is deemed minor, only Met Council staff approval is required, if <br />deemed a major adjustment, the Board will have to approve the plan. <br /> <br />council1nember Mahowald questionai if plan suhnitted eliminates Dunlap street. <br /> <br />Probst outlined the discussions regarding possible development of the parcels of <br />land rordering Dunlap Street. <br /> <br />Public Works SUpervisor Winkel noted a 16" watennain is l=ated along the west <br />edge of Dunlap; the watennain serves the J=)ster station and water tCMer. <br /> <br />Mayor Sather favored proceeding with the commission recommendations an:i suggested <br />the Community Development Commission be comprised of seven (7) members, three of <br />which are currently members of the Planning Commission. <br /> <br />. <br /> <br />Malone moved, seconded by GrCMe, to direct staff and the <br />Planner to draft an amendment to the Comprehensive Plan to adopt the general land <br />use patterns as shown in the Land Use Plan contained in the Lexington Avenue <br />study I for suJ:rnission to the Metropolitan council for review and approval. Motion <br />carried illlanimously. (5-0) <br />
