<br />Minutes of the Arden Hills Council Worksession, 8-20-90 <br />Page 2 <br /> <br />. <br /> <br />BOARD (Cont'd) Councilmember Malone noted the Board of ~ls meets at <br />the site of the application; suggested a subcommittee' of <br />the plaJ'lIlin;j Commission l::e designated, continue to meet in the field and rep:lrt <br />back to Commission at the regular meeting. <br /> <br />In discussion, Council concurred that all Planning Camnission members should view <br />development sites prior to consideration of planning applications. <br /> <br />The Clerk Administrator and Deputy Clerk agreed it would l::e more efficient to <br />have the all members of the Planning Commission serve as the Board of ~ls. <br />Berger and Iaga also recommen:l.e:l the number of Planning Camnission member l::e <br />reduced to seven (7); it appears members have a tendency to l::e absent from <br />meetings with a larger mnnber group. Iago recommen:l.e:l a p:>licy manual l::e adopted <br />by PlaJ'lIlin;j Commission which specifies such iteJns as: all members should view <br />development sites prior to the meeting, only a certain nl.lIllber of excuse:l absences <br />during the year will l::e allowed, rules of order, etc. <br /> <br />Council questioned if the Board of Appeals was aware of the consideration to <br />merge the two bodies. <br /> <br />CouncilrnernJ::er Growe and Deputy Clerk Iaga stated they have discussed the matter <br />with Board of Appeals members am Planning Commission members. <br /> <br />. <br /> <br />Council con=e:l with staff recommendations and directed the Atton1ey to prepare <br />the necessary Ordinance amendment, for consideration at the September 10 Regular <br />Council Meeting, to a:nnbine the duties of the Board of Appeals and Planning <br />Commission, effective January I, 1991. It was further agreed that a Policy Manual <br />will l::e drafte:l and adopted in January 1991, and reconunendation will l::e made to <br />reduce the number of Planning members to seven (7), with no alternates. <br /> <br />CouncilrnernJ::er Growe advised she will review attendance records of Planning <br />members and any letters of interest to serve on the Commission prior to <br />subnitting her recommendation for appointments. <br /> <br />staff was directed to forward information to the Board of Appeals am Planning <br />Commission regarding the proposed change. <br /> <br />ASSESSMENI' <br />POLICY <br /> <br />Council and staff reviewed the reconunendations from the <br />Finance Committee relative to the proposed assessment <br />p:>licy prepare:l by the City Engineer. <br /> <br />Councilrnembers am Engineer Maurer <ii c:t"IlSsed several iteJns in the Finance <br />Committee recamrnen:Jations and con=ed on the following revisions to the <br />assessment p:>licy: <br /> <br />1.
