Assessments Initiated by the Petition of the Affected <br />Property OWners: council concurred. that the assessment <br />rates in general will J:e doubled f= standard <br />illIprovements unless council determines unusual/special <br />circumstances exist. <br /> <br />3. Assessments of l>rolti -Family Housin;j: council cona=ed that property zoned <br />R-4, l>roltiple ~lling District, will J:e assessed cammercial/irdustrial <br />property rate. <br /> <br />4. Treatment of Tax ~ Property: council cona=ed that 100% of the cost of <br />a street improvement J:e assessed to tax exerrg;>t property on a front footage <br />basis. <br /> <br />5. Collector Streets: Council concurred with the Finance Committee <br />recommen:lation to eliminate this separate classification. <br /> <br />6. Council concurred that all streets in the city will J:e assessed under the <br />adopted policy, regardless of jurisdiction. <br /> <br />7. Council agreed that installation or i.nprovement of sanitary/stonn sewer and <br />water utilities, in connection with new street construction or street <br />reconstruction, will J:e assessed. 100% and payable over twenty years. <br /> <br />8. Council agreed with the proposed method of calculating corner lot <br />assessments . <br /> <br />Council qt',cStioned hCM to determine a sufficient dollar am:JUI1t to b::_ bldgeted for <br />the purpose of financing the City's portion of the cost of such i.nprovernent <br />projects. <br /> <br />En;Jineer Maurer stated he will calculate the costs in general f= city wide <br />construction, reconstruction, overlay, and sealcoating, and review the MSA <br />streets, to determine an appropriate assessment rate percentage. He suggested <br />when the calculations are completed and council should review the information and <br />adopt the appropriate percentage rate as part of the asE:essment policy. <br /> <br />Maurer stated he will prepare the infonnation and revise the assessment policy <br />for return to Council in September. <br /> <br />ADJOURN <br /> <br />Malone moved, secorrled by Mahowald, that the meeting J:e <br />adjourned at 6:45 p.m. Motion carried unanilnously.
