Pursuant to due call an:i notice thereof, Mayor Sather called the meetin;J to order at 6:30 p.m. eouncil con:lucted an annual Perfonnance Evaluation for the Clerk Administrator between 6:30 an:i 7:30 p.m. CALL TO ORDER ROLL CALL '!he roll bein;J called the followin;J members were present: Mayor '!homas Sather, eouncil.members Nancy Hansen, Paul Malone and '!harnas Mahowald. Absent: eounciJ.member JoAnn Growe. Also present: Attorney Jerry Filla, Planner John Bergly, Park Director John Buckley, Public Works SLlperVisor Dan Winkel, Clerk Administrator Gary Berger an:i Deputy Clerk Catherine Iago. AOOFr Mahowald moved, seconded by Malone, to adopt the AGENDA September 10 Council Agenda as suhnitted. Motion carried unanilnously. (4-0) CONSENT councilrnember Malone remin::led staff that written CALENDAR notice to Decision Resource is necessary prior to release of the citizen survey results for public infonnation, as per Section IV. of the contract. Hansen moved, seconded by Mahowald, to adopt the COnsent as suhnitted an:i authorize execution of all necessary dOClUl\6l1ts contained therein: - a. b. c. d. e. f. Approve Request for Action on Planning Case #90-11, on October 8 rather than September 24, SUP for House of Worship. Accept Park dedication for Case No. 90-10 MeyerJMedlin lot Division. Approve Citizen Survey COntract. Approve Fall Clean-up Expenditure. Approve Final Payment to HRS construction for Work at Kem Millin;J site. Approve List of Claillls an:i Payroll. Motion carried unanimously. (4-0) PUBUC C'C:MMENI'S None. lliPLEMENTATION; GATlliAY BUSINESS DISTRIcr COuncil was referred to a report from Clerk Administrator Berger dated 9-5-90, relative to inplementation of the Gateway Business District. Berger advised three actions are required to accomplish the inplementation and outlined the necessary procedures. Planner John Bergly an:i Attorney Filla were present to answer any questions on this matter. council and staff consultants discussed up:1atin;J the City Comprehensive Plan. - Planner Bergly advised a systems statement is received on an annual basis and the city responds to areas outlined for review. Attorney Filla pointed out that chan;Jes in the eornprehensive Plan which will occur due to of the inplementation of the GB District and the proposed Lexington Avenue District will effectively accomplish a sub3tantial portion of the Plan up:1ate. He noted the plan is revised on a routine basis at 10 year intervals, basically due to the availability of new data.
