Julie Carlson, 67 Pine Drive, Shorevicw, stated she wanted to start her own daycare and <br /> she' had been looking for a place where she could move some of the present children in <br /> the facility where she worked, which was closing in June. She stated she did not know of <br /> the kind of neighbors there werc in the neighborhood, alld stated she understood their <br /> concerns. Howcver, she stated her daycare would be a very small daycare, She stated a <br /> lot of the children were there on a part-timc basis. She did not believe she would have 20 <br /> children at anytime in the near future. She indicated for the present time, she would be <br /> happy with a smaller enrollment. She stated if she wanted to grow into a large facility, <br /> she would move to a larger facility. She stated all of the children would be supervised. <br /> She indicated they are always with the children and the children were ncver left alone. <br /> She stated during colder months, they would only be oLltside approximately 45 minutes <br /> after lunch. During thc summer they would be outside more, but she was willing to work <br /> with the neighbors regarding this. She stated she was willing to address any issues that <br /> came up. She indicated right now nobody used the facility Monday through Friday and <br /> she believed it was a shame for a nice building to not bc used. She stated she had a <br /> structured program and the children would not be running around. There would be no <br /> children of school age in the daycare facility_ <br /> Chair Sand closed the public hearing at 8:20 p.m. <br /> Chair Sand askcd if the application had been for a daycare center accommodating 10 or <br /> . less, they would not have needed the Special Use Pemlit. Mr. Panish rcplied that was <br /> COlTect. <br /> Chair Sand asked if this operation would function with 10 or less children, Mr. Parrish <br /> stated the intcnt was to run a daycarc in which there would be 12 to 15 children. <br /> Commissioner Zimmerman stated he interpreted the zoning regulations differently than <br /> staff. He indicated daycares applied to a residential facility, not a church, He stated the <br /> Church had a Special Usc Permit to operate a house of worship in a residential area, A <br /> daycarc would be an accessory use of a Special Use Pennit. He expressed concern about <br /> this daycarc facility being leased, and stated he belicved this was a nonconfomling use. <br /> Chair Sand asked if this was an accessory to a special use or was it a nonconfonning <br /> special use, Mr. Parrish explained staff s Opll1l0n regarding special use and <br /> nonconforming special use. <br /> Commissioner Duchenes asked if any of the other churches in the City had daycares and <br /> what conditions, if any, they had on thcir uses, Mr. Parrish replied he had not researched <br /> this particular issue, but he did not believe there were any other churches that had <br /> davcares in the Citv. <br /> ~ - <br /> Commissioner Duchenes asked whether the plan was to usc the existing play area or to <br /> relocatc it. Mr. Parrish stated at this point, applicant had not indicated they would be <br /> . making any changes to the play arca, <br /> Commissioner Galatowitsch asked what the existing play equipment consisted of. Mr. <br /> Parrisb replied it was a wooden play set. <br />
