Special Use Permit Analysis - Finding Required General Requirements Section 8, D, 3, b of the Arden Hills Zoning Ordinance states the City Council and Planning Commission: .....shall consider the effect of the proposed use upon the health, safety, convenience and general welfare of the owners and occupants of surrounding land, in particular, and the community as a whole, in general, including but not limited to thefollowingfactors: existing and anticipated traffic and parking conditions; noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics; drainage; population density; visual and land use compatibility with uses and structures on surrounding land; adjoining land values; park dedications where applicable, and the orderly development of the neighborhood and the City within the general purpose and intent of this ordinance and the Comprehensive Development Plan for the City." The Planning Commission must again make a finding as to whether or not the proposed amendment to the Special Use Permit would adversely affect the surrounding neighborhood and larger community as per the aforementioned e factors. Special Requirements for City Water Tower Sites The placement of licensed commercial wireless telecommunication services, including cellular, personal communication services (PCS), specialized mobilized radio (SMR), enhanced mobilized radio (ESMR), paging and similar services on water sites will be allowed only when the City is fully satisfied that the following requirements are met: a. The applicant's access to the facility will not increase the risks of contamination to the City's water supply; b. There is sufficient room on the structure and/or on the grounds to accommodate the applicant's facility; c. The presence of the facility will not increase the water tower or reservoir maintenance costs to the City; and. d. The presence of the facility will not be harmful to the health of workers maintaining the water tower or reservoir.
