The aforesaid petition is si9I1ed by the owners of all <br />property affected by said requested improvement in accordance <br />with M.S.A. Sec. 429.031(3). <br /> <br />2. Said improvement is feasible and is hereby ordered as <br />proposed in the report of the City consulting engineer. <br /> <br />3. The City consulting engineer is hereby designated as <br />the engineer for this improvement.
