<br /> , <br /> j <br /> It is quite possible that thc additional auxiliary signage necessary to direct people to the used . <br /> oil and HHW site combined with any existing auxiliary signage would exceed the maximum <br /> allowed under the Sign Ordinance and would thcrefore require a Sign Standard Adjustment. <br /> There may be some merit for a sign standard adjustment for auxiliary signage due to the size <br /> of the property, the location of the property, and the many potential users of the property. <br /> Following is thc section of the Sign Ordinance which discusses Sign Standard Adjustments: <br /> (Ordinance 333, Scction 333.11) <br /> Sign Standard Adjustments. Adjustments to the requirements and standards for the height, <br /> number, type, lighting, area, or location of a sign or signs established by this ordinance may be <br /> approvcd through thc Site Plan Review process if the following qualifying criteria of A of B, and <br /> the necessary criteria of C, are met: <br /> A. There are site conditions which require a sign adjustment to allow the sign to be <br /> reasonably visible from a street immediately adjacent to the site; Or <br /> B. The sign adjustment will allow a sign of exceptional design or a style that will enhance <br /> the area or that is more consistent with the architecture and design of the site; And, after <br /> finding positively on condition A or B above, <br /> C. The sign adjustment will not rcsult in a sign that is inconsistent with the purpose of the <br /> zoning district in which the property is located. <br /> The applicant should provide staff with the dimensions for existing auxiliary signage as well . <br /> as any proposed auxiliary signage for the used oil and HHW site. <br />12. Special Use Permit Analysis - Finding Required <br /> The Planning Commission and City Council approved the use ofthe property for a public <br /> works facility in 2003. While a used oil and seasonal household hazardous waste collection <br /> site does not exactly fit into the predefincd uses listed in the Zoning Ordinance, it makes <br /> sense to have such a use at the county public works facility. The Planning Commission <br /> should review the proposed use and determine if the use, use mix, location, and relationship <br /> with surrounding uses is compatible and complementary. <br /> Section 8, D, 3, b of the Arden Hills Zoning Ordinance states the City Council and Planning <br /> Commission: <br /> "...shall consider the effect of the proposed use upon the health, safety, convenience and <br /> general welfare of the owners and occupants of surrounding land, in particular, and the <br /> community as a whole, in general, including but not limited to the following factors: <br /> existing and anticipated traffic and parking conditions; noise, glare, odors, vibration, <br /> smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics; <br />\\Earth\Planning\Planning Cases\2004\04-19 RCPWF SUP Amendment Oil drop site and (-lHW\12-0l-04 PC Report RCPWF SUP 2nd . <br />Amendment.doc <br /> Page 70f9 <br />
