ARDEN HILLS CITY COUNCIL—DECEMBER 8, 2025 10
Councilmember Monson said that 9:00 p.m. is a reasonable time for the Council and the public.
For the Council to go until 10:00 p.m. for any meeting is, in her opinion, very unreasonable and if
the meeting is run well, they should be able to be finished well before 9:00 p.m.
Councilmember Holden stated isn't that just wonderful.
Councilmember Monson replied yes it is. We should be able to run a meeting.
Councilmember Holden commented people come in at the last minute and comment on the
hundreds of hours that we put into the TCAAP project and all that, it's ridiculous. Now we have
a serious thing and people are trying to talk about the levy. She stated she would like to further
discuss this topic.
Councilmember Weber asked for a point of order.
Mayor Grant said hold on, a real point of order?
Councilmember Weber replied yes, absolutely. This is not what we are discussing.
Councilmember Monson said it's not an agenda topic.
Councilmember Weber asked for a point of order again.
Councilmember Holden said really? How did the 9:00 p.m. come up?
Councilmember Weber asked that the Mayor please get control of this Council.
Mayor Grant replied that Councilmember Holden has the floor.
Councilmember Weber stated that's off topic.
Councilmember Monson said there's an agenda topic for the public.
Councilmember Holden stated clarification, point of order. I didn't bring up the timing. I didn't
bring up people running meetings poorly. I didn't do that. Where were you jumping on that band
wagon. Some of us want to talk about this, so lets.
Mayor Grant indicated he was not going to cut people off if they wanted to further discuss the
budget or tax levy. He stated Councilmembers could leave the meeting early if they had to leave
early, but that doesn't mean cutting off the other four of Council.
MOTION: Councilmember Monson moved and Councilmember Weber seconded a
motion to adopt Resolution 2025-079 Setting the Final Levy at 12.97% for
Taxes Payable in 2026.
Councilmember Holden asked if Councilmember Rousseau had any other cuts to propose for
2026.
