Parks, Trails & Recreation Committee – September 16, 2025 Page 3 <br /> <br /> <br />Parks and Recreation Manager Skalicky said that Council Liaison Rousseau plans to add a <br />slide regarding the Adopt-A-Park program for the EDC business event presentation. She said this <br />is a networking event for Arden Hills businesses. <br /> <br />B. Parks and Recreation Report <br /> <br />Parks and Recreation Manager Skalicky said a youth member was interviewed recently and he <br />was offered the Youth Committee Member position. He is on the consent calendar for the <br />September 22 City Council meeting. <br /> <br />Parks and Recreation Manager Skalicky said Bark Bash will be in the afternoon on Saturday at <br />Perry Park. She said it is a chance to hang out with your dog. She is looking for ways to expand <br />this event for next year. <br /> <br />Parks and Recreation Manager Skalicky got preliminary results from the Park Master Plan <br />survey. There were 876 responses. Arden Hills residents made up 90% of the respondents. She <br />noted there are open ended questions. There were 450-500 respondes to the open-ended questions, <br />which is a significant number of people. A survey like this is considered successful with a 4-5% <br />response rate. We got almost 10%. <br /> <br />C. Park System Plan Update <br /> <br />Parks and Recreation Manager Skalicky shared slides from the Park Master Plan Steering <br />Committee meeting. Included in the information are some maps that are in draft form. The maps <br />will show parks, the park classification, the trails, land surface temperatures, distance to a <br />playground and a lot of other information. These maps will help inform the consultants as they are <br />putting together the Park System Plan. The final versions of these maps will be included in the <br />Park System Master Plan. People had some great feedback. The next meeting of the Steering <br />Committee will be in November. <br /> <br />Committee Member Olson said she is on the Steering Committee. They made some notes on the <br />maps. For example, a sledding hill was missing. The final versions will be updated with the input <br />the committee gave. <br /> <br />Parks and Recreation Manager Skalicky said she got several spreadsheets with data that needs <br />to be updated. There are two full time Park and Rec Staff. We also have 20 seasonals and 8 full <br />time Public Works Staff. This process will let us know if we have enough FTEs to ensure we have <br />as much manpower going into Parks and Rec as other cities our size. <br /> <br />Parks and Recreation Manager Skalicky has a one on one meeting with the Consultant every <br />three weeks. At the last meeting they presented a draft of the actual Park System Plan. There will <br />be a specific page for every park, showing all of the amenities. The plan will list the life span of <br />each amenity along with recommendations on when to replace them and an estimated cost. That <br />will help Council see this isn’t a wish list. These replacements will be scheduled based on industry <br />standards. <br />
