<br /> 1. The business will be owned and operated by the applicant, Karin Muska. Tbe <br /> . applicant is a resident of the dwelling. <br /> 2. The applicant has indicated that the home occupation will not nccd any additional <br /> employees. <br /> 3. The proposed use would occupy 12.5 percent of the floor area of the structure, <br /> which is less than the 33 percent maximum. <br /> 4. The applicant has indicated that the therapy service would be by appointment only <br /> with no more than one client at any given time. <br /> S. Due to the limited number of clients, the existing driveway offers sufficient off- <br /> street parking. <br /> 6. The proposed use is unlikcly to require product deliveries at any frequency greater <br /> than once per day. <br /> 2. Special Use Permit Analysis & Findings <br /> Ordinance: <br /> Section S.D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a <br /> Special Use Permit. The Planning Commission and City Council shall consider the effect <br /> of the proposed use upon the health, safety, convenience and general welfare of the <br /> owners and occupants of the surrounding land, in particular, and thc community as a <br /> whole. The evaluation criteria include, but are not limited to, the following factors: <br /> 1. Existing and anticipated traffic and parking conditions; <br /> . 2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3. Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and structures on surrounding land; <br /> adjoining land values; <br /> 6. Park dedications wbere applicable, and the <br /> 7. Orderly development of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City. <br /> Findings: <br /> The Planning Commission must make a finding as to whether or not the proposed <br /> amendment to the Special Use Permit would adversely affect the surrounding <br /> neighborhood and larger community as per the aforementioned factors. Staff offers the <br /> following findings for consideration: <br /> 1. The proposed use is unlikely to affect traffic or parking conditions in the <br /> surrounding area. <br /> City of Arden Hills <br /> .
