MINUTES <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> REGULAR CITY COUNCIL MEETING <br /> I DECEMBER 9, 1996 <br /> 7:30 P,M, - NEW BRIGHTON COUNCIL CHAMBERS <br /> I <br /> I CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br /> I City Council meeting at 7:30 p.m. <br /> Present: Mayor Dennis Probst, Council members Beverly Aplikowski, Dale Hicks, <br /> I Susan Keim, and Paul Malone. <br /> Absent: None. <br /> I Also present were: City Administrator, Brian Fritsinger; City Accountant, Terry Post; <br /> Community Development Director, Kevin Ringwald; Public Works Superintendent, <br /> I Dwayne Stafford; City Engineer, Greg Stonehouse; Administrative Secretary, Sheila <br /> Stowell; and Recording Secretary, Carla Wirth. <br /> .. ADOPT AGENDA <br /> I MOTION: Hicks moved and Keim seconded a motion to adopt the agenda for the December <br /> 9, 1996, Regular City Council meeting as presented. The motion carried <br /> unanimously (5-0). <br /> I PUBLIC HEARING - 1997 STREET IMPROVEMENT PROJECT <br /> I A, Adopt Resolution #96-67, Authorizing the Preparation of Detailed Plans and <br /> Specifications in the Matter ofthe 1997 Street Improvement Project <br /> I Mayor Probst explained the public hearing is to receive public testimony for the 1997 Street <br /> Improvement Project. He explained the process to be followed and opened the public hearing at <br /> I 7:31 p.m. <br /> Brian Fritsinger, City Administrator, reported that notices were provided to all impacted property <br /> I owners and published in the Focus Newspaper. <br /> Dwayne Stafford, Public Works Superintendent, advised that an informational meeting was held <br /> I on December 3, 1996, at which the City Engineer explained the project and assessment process. <br /> Approximately 40 residents attended and while questions were asked, no significant issues were <br /> f' raised. Those in attendance expressed a variety of opinions on the need for the project, cost of <br /> the project, quality of the project, value of public input, project design issues, sewer odor <br /> concerns, and traffic congestion. <br /> I <br />
