, I ~ ~~~y I. ARDEN HILLS CITY COUNCIL - DECEMBER 9. 1996 3 resident's driveways for backing out. Ms. Sawtell expressed concern with the number of traffic I accidents at the intersection of County Road E and Hamline Avenue. She commented on the problem with sewer gas odor and that Mr. Stafford is the third Public Works Superintendent I residents have worked with. She requested that this problem be addressed prior to road work to assure it is finally resolved. I Joseph Corpstein, 3544 Snelling Avenue N., protested reconstruction plans on North Snelling A venue. He read a prepared statement offering other suggestions for this dead end road that I serves only six residents. Mr. Corpstein explained resident's concerns are with the cost and change of aesthetics from the current country, quaint area which they enjoy. He advised their first choice is to do only routine maintenance without the proposed widening, curbs or I refurbishing. Their second choice is to tolerate the overlay but they prefer no curbs or widening. Their third choice is to refurbish the roadway with no curbs and if it needs to be widened, do so only at the northern end of the service road by the park (vacant west side). Mr. Corp stein I presented a petition signed by six residents who support his comments. Dorothy McClung, 4370 Snelling Avenue N., stated she has no comments. I Donald Wahlberg, 1451 Arden Place, explained he lives on the comer by the service road which serves as a driveway for six families. He asserted this roadway does not need curbs or to be .. widened. Mr. Wahlberg asked that the highest priority be given to residents and not to approve an upgrade because the Code says so but, rather, that it makes good sense to do so. I Donald Waxmunski, 1389 Indian Oaks Ct., stated he has no comments. I Bob DeBruin, 4297 James Avenue, expressed concern with the assessment proposed for comer lots and asserted that usage should be a consideration since everyone uses the street the same, not more tor comer lots. I E.J. Anderson, 1388 Colleen Avenue, expressed concern with the cost factor for comer lots and asked if owners of corner lots pay tor a longer frontage than interior lots. Mr. Stonehouse I explained that corner lots are assessed for the short side plus one-third of the long side, or the long side, whichever is greater. He explained an attempt is made to make the assessment as equitable as possible. I Bill Canine, 3655 N. Hamline Avenue, explained that N. Hamline Avenue is an 800 foot section of dead-end roadway serving as a driveway for six homes, not a thoroughfare, and traffic is I generally traveling 10 to 20 m.p.h. He questioned the necessity of spending so much money on what functions as a driveway and suggested a more sensible approach is to patch five to six areas I and then overlay or sealcoat the existing street as it is. Dorothy Milton, 3673 N. Hamline Avenue, stated she has no comment. " I
