<br /> @ ~~ ~1 . <br /> - <br /> ARDEN HILLS CITY COUNCIL - DECEMBER 9. 1996 4 .- <br /> Gary Evers, 4277 Colleen Circle, agreed with Paul Olson that reclamation would be a disservice. <br /> He supported a complete reconstruction with curb and gutter rather than an overlay now and - <br /> then, in five years, complete reconstruction. <br /> Clarene Seemann, 3580 North Snelling, expressed concern with the loss of trees if the street is I <br /> widened. She stated she does not want curbs or to widen the street due to tree root damage. Ms. <br /> Seemann stated residents would like to maintain the park-like setting as it exists. She also asked I <br /> for more snow plowing without the curbs. <br /> Cynthia Graves, 3580 N. Snelling Avenue, stated she has no comment. I <br /> James Lapinski, 3568 N. Snelling Avenue, stated the ballfield is a designated snow storage area I <br /> which prohibits curb installation. He stated he would like the roadway left as it is. <br /> Brett Dallmann, 3564 N. Snelling Avenue, stated he has no comment. I <br /> John Roth, 4293 Colleen Circle, stated he supports reconstruction and doing it correctly. He <br /> asked if Colleen Circle can be done as full reconstruction with new curhing if all the residents of I <br /> Colleen Circle are in favor of this. Mr. Roth stated he supports the project 100%, believes the <br /> street is a mess, and needs to be repaired. <br /> Mayor Probst explained that 50% of the project is funded from city sources and the other 50% .. <br /> charged against benefiting properties as assessments. The Council needs to determine what level <br /> of fiscal improvement is appropriate. I <br /> Glen Peterson, representing Northwestern College, stated he has no comment. <br /> Bret Peterson, 4276 Colleen Circle, stated he has no comment. I <br /> Betty Bell, 3611 N. Hamline Avenue, stated she owns a corner lot and when Hamline Avenue - <br /> was realigned, it created a rounded lot to make a service road. She asked how her lot will be <br /> assessed. Mayor Probst explained this may be a special consideration that will be determined I <br /> later. <br /> Bob Gallagher, 4292 Norma Avenue, stated he O"'TIS a corner lot and is concerned about the I <br /> method of assessment. He asked when it will be known if the scope of the project will be <br /> reduced. <br /> Mayor Probst explained the Council can determine if the project should be reduced or the entire I <br /> package can be bid and, if bids are favorable, proceed and if not favorable the scope can be <br /> reduced at that point. He explained that Arden Hills is a debt-free community and has the ability - <br /> to borrow from an internal fund, if determined appropriate by the Council; to fund the amount <br /> not funded by assessments and budgeted funds. -- <br /> I <br />
