Mr. Stonehouse explained that due to sub grade <br /> soils and drainage issues, cold in-place recycling is not the most effective means and he would <br /> I recommend against that option. <br /> I Councilmember Aplikowski stated she understands resident's desire to maintain a rural look <br /> without curb and gutter but since the City has adopted a pavement management guideline, it has <br /> been determined that curbs are needed to maintain streets. She supported doing as much as <br /> I possible and if snow storage on Snelling A venue is a problem, it can be addressed. <br /> Councilmember Aplikowski stated she would like to keep as many roads in the program as the <br /> City can afford. With regard to speeding, she commented it is a personal responsibility problem <br /> I and each of us needs to be aware of the speed we are traveling. <br /> MOTION: Keim moved and Aplikowski seconded a motion to adopt Resolution #96-67, <br /> I Authorizing Preparation of Detailed Plans and Specifications in the Matter of the <br /> 1997 Street Improvement Project, including the option of reconstruction of <br /> Colleen Circle, and keeping in mind there may be a need to reduce the scope to <br /> .- remove Hamline and Snelling Avenues. <br /> Councilmember Malone again reviewed the project schedule and advised the Council will <br /> I consider the engineer's plans and specifications on January 27,1997, with the bids to be opened <br /> on February 27, 1997, and the assessment hearing held on March 31, 1997.
