Fill is stabilized to accepted engineering standards, approved by the city engineer; <br /> 7. Provision of a landscape performance bond (125%); <br /> 8. Limitation of lighting to current levels and types; and <br />. 9. Maintenance of opacity greater than 60 percent, per the landscape plan. <br /> D. Updates. The applicant has provided a letter dated December 13, 1996 and revised site <br />I plan (Exhibit C) which addresses the issues raised in the City Engineer's letter dated <br /> November 21, 1996. <br />I Case #96-26. Sl)ecial Use Permit Amendment <br /> Bethel College. 3900 Bethel Drive <br />I A. Request. The applicant requests approval of an amendment to their Special use Permit (SUP) <br /> for Bethel College by updating the Master Plan which guides development on the site (Exhibit <br />I D). <br /> B. Background. Bethel College is currently operating on a Special Use Permit (SUP) which <br />.. was issued in March of 1978 in Planning Case 78-5. In September of 1980 the Master Plan <br /> was amended to allow for site plan approval of those requests which were in conformance <br /> with the Master Plan. The Staff would conclude that the continuance of the site plan <br />I approval process for requests in conformance with the approved Master Plan is desirable. <br /> The intention of a Master Plan is to establish the long range vision for the campus including <br />I a physical plan and also specific land use controls (ie., lot coverage, parking requirements, <br /> etc.,). The Master Plan for Bethel College has not been comprehensively reviewed since its <br /> adoption in 1978. However, there have been a series of "minor amendments" to the Master <br />I Plan since 1978 to facilitate development on the site. <br /> C. Planning Commission Recommendations. The Planning Commission on December 4, <br />I 1996 recommends approval of the Special Use Permit amendment (updating the Master Plan <br /> to be effective for a 10 year period ending with the 2006-2007 school ycar), in Planning Case <br /> 96-26, subject to the following conditions: <br />. 1. Compliance with the maximum height for structures; <br /> 2. Compliance with the required building setbacks; <br />. " Compliance with requirements of the Shoreland Management regulations; <br /> ~. <br /> 4. Razing the caretakers building at 4040 Old Highway 10 within two years of approval <br />I of this request, or within one year from the date of Bethel College's next site plan <br /> approval, whichever occurs first; <br />f' 5. Termination of the on-campus Friends of Bethel Christmas Tree sales operation by <br /> January 1, 1997; <br />. <br />
