IV.......... ~,~ <br /> <br /> <br /> <br /> <br />JOINT POWl!:RS AGlREEHEJIT FOR 1II0RTJOfZST <br />_ YOUTH AND FAMILY SBRVlCES <br /> <br />1. 00 Parties. This Agreement is made and entered into by and <br />between the cities of Arden Hills, New Brighton, Mounds View, <br />Shoreview, North Oaks, Roseville., Little Canada, Falcon Heights, <br />and St. Anthony (all aforementioned cities herein "Cit.ies"), all <br />located in the State of Minnesota; and Northwest Youth and Family <br />Services ("lITYP'S"), a Minnesota non-prOfit corporation. <br /> <br />2.00 Recitals, <br /> <br />A. NYFS provides programs to meet the development needs of <br />youth and families residing within the Northwest suburbs <br />of Ramsey County, including, but not limited to, . those <br />people residing within the corporate boundaries of the <br />Cities and to students from Independent School Districts <br />621, 623 and 282. <br /> <br />B. Cities intend to act as the sponsors of NYFS by providing <br />financial support and policy guidance for its activities. <br /> <br />C. Each City has determined that it is in the best interest <br />of the respective city to support the activities of NYFS <br />and that such activities are beneficial to its citizens. <br /> <br />D. Each City has adopted a resolution authorizing the <br />execution of this Agreement pursuant to Minn. Stat. <br />_ 5471.59 and authorizing minilnal financial support for <br />NYFS pursuant to the terms of this Agreement. <br /> <br />E. It is the intent of the parties to set forth their <br />respective rights and obligations by entering into this <br />Joint Powers Agreement. <br /> <br />3.00 Terms and Conditions. In consideration of the mutual <br />- undertakings herein expressed, the parties agree as follows: <br /> <br />. A. Fundina. <br /> <br />1. ~YFS agrees to use all reasonable efforts to secure <br />_ grants or appropriations from private <br />organizations, the State of Minnesota, federal and <br />county agencies and other legal and appropriate <br />sources. <br /> <br />I 2. Each city agrees to pay annually to NYFS an amount <br />equal to $1.20 per capita ("Per Capita Payment") <br />based upon the City's population. The City's <br />I population shall be determined by using the most <br />recent Metropolitan Council popUlation data.
