Claims and Payroll I <br /> MOTION: Malone movcd and Kcim seconded a motion to approvc thc Conscnt Calcndar as I <br /> submittcd and authorize cxecution of all necessary documents contained thcrcin. <br /> The motion carried unanimously (5-0). <br /> PUBLIC COMMENTS I <br /> Mayor Probst invited the audience to address the Council on any issue not alrcady on thc agcnda. I <br /> Lois Rcm, 1670 Glenvicw Court, read a prepared statement indicating her disappointmcnt with I <br /> the Council's recent action to hire a consultant to dcsign a ncw City Hall on TCAAP property <br /> rather than on City-owned propcrty. She asscrted this will result in dclay and possibly additional <br /> costs for redcsign, furniture, equipment, and possible loss of employees since the currcnt City I <br /> Hall is lmtcnable. She also exprcssed concern that the Council didn't addrcss cmployce <br /> recognition at a recent meeting. <br /> Ms. Rem asserted that the Council is not abiding by Statute since the Council mectings are not I <br /> held within City boundaries. She stated the Council is also not obscrving deadlines which thcy <br /> have cstablishcd with regard to construction of a ncw City Hall. Ms. Rem assertcd the City has .. <br /> already purchascd land and set aside money for the building so it makes no sense to wait for land <br /> (TCAAP) that may never bccome available or may cost more than it is worth. She encouraged <br /> the Council to reconsider and challengcd them to do what is right before it is too latc. I <br /> No one else appearcd to addrcss the Council for Public Comments. <br /> UNFINISHED AND NEW BUSINESS I <br /> A. Northwest Youth & Family Services Presentation, Kay Andrews I <br /> Kay Andrews, Director of Northwest Youth & and Family Services (NYFS), stated it is a I <br /> pleasure to present information about their programs and the City's relationship with NYFS. Shc <br /> introduced David Evcrcst, Program Director, and explaincd he would present additional program <br /> information. Ms. Andrews rcported that thcir building is now fully leased which has improved I <br /> thcir financial position. She stated thcir Board of Directors had reviewcd the Joint Powers <br /> Agreement (JP A) and found it was outdated. The JP A has now bccn reviscd and submittcd to the <br /> City's attorney for review and comment. Ms. Andrews cXplained that while Ardcn Hills has I <br /> ncver formally signed thc JP A, they have participated in the programs by assuring the proceeds <br /> from the City's charitablc gambling operations go to these programs. <br /> Ms. Andrcws advised the ncw JP A would ask each City to providc $1.20 pcr capita for services I <br /> to be provided to thcir residents. That ratc would thcn be adjusted annually to rcflect inflation, .. <br /> I <br />
