Ms. Andrews <br /> stated she had rcquestcd a 3% incrcase which would have only increased the Arden Hills portion <br /> . by onc dollar. Shc explained the issues being revicwed by the City's attorncy with regard to <br /> liability and rcported thc rcsponse has becn very positive. <br /> I Ms. Andrews explained thc lPA maintains thc same rclationship bctween the citics and Board of <br /> Directors with each city having one reprcsentative on thc Board of Directors. Shc stated the <br /> agency is doing well and programs arc cxpanding sincc their movc to a more central location <br /> I which is also more accessiblc. <br /> Mayor Probst inquired regarding the contribution amounts and asked if the pcr capita formula <br /> I equals about what the City had bcen contributing. Ms. Andrews revicwed how past <br /> contributions wcre bascd and explained that ovcr timc it has becomc somewhat skewed, When <br /> the JP A was being rcviewed, thc Board decidcd to base the contribution on a per capita amount. <br /> I David Everest, NYFS Program Director, stated it is a pleasure to mect the Ardcn Hills Council <br /> and to have worked with scveral membcrs as thcy representcd Arden Hills on the Board of <br /> I Directors. Mr. Everest then summarizcd the trcnds they have seen and the impact to Arden Hills <br /> residents. Hc provided an explanation ofthe various programs they offer and pointed out they. <br /> havc already served the same number of youth as served last year. <br /> I. Mayor Probst inquircd regarding what the cxpcriences have been. Mr. Everest explained that the <br /> percentage of Ardcn Hills is vcry small when comparcd to other communitics. But when <br /> I compared to itself from last ycar, participation has increased significantly in those serviccs. He <br /> advised thcy will do more diversion work with first time youth offenders than done any other <br /> I ycar in the history ofthc agency. <br /> Mayor Probst thanked Ms. Andrcws and Mr. Everest for making this presentation. <br /> I Mr. Brian Fritsingcr, City Administrator, adviscd that staff will be working on these issues and <br /> Attorney Filla is rcviewing the lP A. At the ncxt meeting, Staff will provide a history on the <br /> I City's participation with the JPA and rationales for the positions taken by the City. <br /> Mayor Probst pointcd out that the 1998 budget anticipatcs funding this service thc samc as in the <br /> I past. <br /> Mr. Fritsinger explaincd that the request for funding from NYFS comes early in the year and is <br /> I then referred to charitable gambling.
