Shc adviscd that the City does not qualify for reimbursement of dcbris removal costs since only over-time hours are eligiblc. Ms. Walsh stated that she did not agrcc with thc proposcd amount ofrcimbursemcnt for . Cummings Park but the inspector indicated that they reimburse only to the level of what existcd previously. She advised there will be another inspcctor assigncd to revicw thc area and makc a dctermination. Ms. Walsh statcd she will kecp the Council informcd if additional funding will be . receivcd. Mayor Probst asked if this action will prcclude the ability to scek additional funds. Ms. Walsh . stated it will not. Ms. Walsh explained the inspector is using guides cstablishcd by the federal governmcnt for I equipmcnt rental and salaries. Mr. Dwaync Stafford, Public Works Director, advised that these rates are bclow the reality. I Councilmember Malone notcd that whcn thc City acccpted trail funds they wcre required to abide by new rules. Hc cautioncd against taking funds if it results in additional restrictions or I rcquirements on the City. MOTION: Keim moved and Hicks seconded a motion to adopt Resolution #97-45, el Authorizing Execution of Sub-Grant Agrecment for Federal Assistancc. The motion carricd unanimously (5-0). G. Appointment of Consulting Engineer, BRW I Mr. Fritsinger explained that the Council has exprcssed a desire to evaluate cach of the City's I consultants on a regular basis and recently completcd its review of proposals from nine cnginecring firms for the position of City Consulting Engincer. The Council then interviewcd I four firms for that position and staff did background checks. After evaluating thc proposals, intervicws, and refcrence checks, the Council directed staff to prcpare a memorandum to appoint BR W, Inc. as thc City's consulting engineer beginning November 1, 1997, through December I 31, 1998, and to direct staff to prcpare a contract for scrvices with BRW, Inc. MOTION: Malone movcd and Hicks seconded a motion to appoint BRW, Inc. as the City's . consulting engineer bcginning Novembcr 1, 1997, through Deccmber 31, 1998, and dircct staff to preparc thc appropriate contract for services. The motion carried 4-0-1, with Probst abstaining. I ADMINISTRATOR COMMENTS Mr. Fritsinger reminded the Council that as a result of the Columbus Day holiday, thc next I mccting will be Tuesday, Octobcr 14, 1997, at thc Army Rcscrvc Center. e. I
