SUBJECT: Fourteenth Street NE Road and Utility Improvement Project Background I Attached, the City Council will find Resolution #97-47 accepting the bid and authorizing exccution of the contract in the mattcr of the Fourteenth Street Road and Utility Improvement Project. I A bid opening was held on August 25, 1997, for the proposed construction of 14th Street in the Gateway Business District. Attachcd are tabulations ofthosc bids. Thc six (6) bids received I range from a high bid of$985,818.30 to a low bid of$713,700.00, by Lametti and Sons of Hugo, MN. As a rcsult of many unresolvcd issucs at that time, thc contract has not been awarded. .- Since thcn; however, most of these issues havc bccn resolved to the cxtent that Staff is comfortable with proceeding with the project. Staff has been in contact with the low biddeT, Lametti and Sons and Lamctti has indicatcd they could start work on or about October 20, if they . are awarded the contract. Attorney Filla is working on additional language for the award of bid which will allow, if . necessary, for the City to tcrminate the contract prior to completion of all phases of the contract. The City Council should be awarc that there are two Change Orders which will need to be considcred as a result of this award. Thc first is in rcgard to the clearing and grubbing associatcd I with preparation for the projcct. Thc sccond relatcs to the change in plan spccifications as a result of the site plan changes made by Welsh. I Access The City has hc1d numerous mectings with many of the players involved in the GBD/Welsh project over the past threc working days. Therc are a number of other items the City Council I should discuss bcfore awarding this bid. The City will need to obtain access agreemcnts from the various property owners prior to beginning construction. Becausc the property on which the . road is to bc constructed has not yet been closcd upon by thc developer and all agreements executed, rights of entry and waiver agrccmcnts will be ncccssary. Welsh has indicated it will provide these as soon as possiblc. Naegele has been informed of these, but has not indicated how I fast it could turn around thesc documents. .- Plans The plans have not yct been certified by the City's Consulting Engincer. This has become problematic relating to the transition in Consulting Engineers staff and the engineers will be I
