Budgeting and Accounting Page 1 of 3 <br />I Paul Kirkwold, Public Works <br /> <br /> <br />WHEREAS, The 1991 Minnesota Legislature established a Ramsey <br />I County Local Government Services Study Commission to "report on the <br />advantages and disadvantages of sharing, cooperating, <br />restructuring, or consolidating..." activities in areas of public <br />I service including public works; and <br /> <br />WHEREAS, The consolidation plan provides for reclassification <br />of roadways and corresponding changes in jurisdiction including the <br />I transfer of local and State Aid roadways between the County and <br />municipalities; and . <br /> <br />I WHEREAS, Snelling Avenue (County State Aid Highway 76) from <br />Trunk Highway 51 to County Road E, located in the City of Arden <br />Hills, is presently under the jurisdiction of Ramsey County as a <br />County State Aid Highway; and <br /> <br />.. WHEREAS, This roadway has been determined to serve a local <br />function only; and <br /> <br />I WHEREAS, Revocation of "County State Aid Highway" status may <br />be accomplished by resolution of the Ramsey County Board of <br />Commissioners pursuant to Minnesota Statutes ~162.02; and <br /> <br />I WHEREAS, The consolidation plan stipulates that Ramsey County <br />shall improve the roadway to acceptable levels prior to <br />transferring jurisdiction over roadway segments from Ramsey County <br />I to municipalities, and the Ramsey County Capital Improvement <br />Program provides funding for these improvements; and <br /> <br />I WHEREAS, The Ramsey County Public Works Department performed a <br />sealcoat of Snelling Avenue from Trunk Highway 51 to County Road E <br />in 1996; and <br /> <br />I / RFEC~i!f~t" <br /> <br />/\\ (l JUN 3 0 <br />7997 <br />I Iv 'j,4MsEr ~ <br />.
