Considerations. The City Council shall consider, in determining whether to grant, <br /> deny, or renew a license, the effect of the proposed establishment upon the health, <br /> I safety, convenience, morals and general welfare of the owners and occupants of <br /> I surrounding properties in particular and the community as a whole and at a minimum <br /> I the following factors: <br /> Ie a. The character and suitability of the area and neighborhood in which the <br /> I proposed establishment is to be located; <br /> I b. Traffic congestion and parking problems; <br /> I <br /> I c. Reasonably anticipated likelihood of excessive noise, disturbances or fighting <br /> by persons in or about the proposed establishment; <br /> . <br /> I d.
